Conditional Approval based on the fact that the request is compatible with

existing land uses. The future land use designation calls for commercial uses.

The recommended conditions are:



1. All buildings shall be limited to one (1) story in height.

2. The proposed uses shall be restricted to the following:

a. Personal Care Home, Type III, shall be limited to 24,800 square feet,

b. Daycare, Type III, shall be limited to 6,600 square feet, and,

c. Senior independent-living facility (multifamily residential ? apartments)

shall be limited to two (2) buildings with a total of eight (8) one (1) bedroom

apartments in each building (nor more than sixteen (16) units shall be

permitted).

This rezoning request does not anticipate generating a negative impact on the

transportation network. The projected level of service is anticipated to stay

at level C.



This site shall meet the Codes and regulations of the Columbus Consolidated

Government for commercial usage.

Buffer Requirements
The site shall include a Category C buffer along all property lines bordered by

the SFR2 zoning district. The 3 options under Category C are:

1) 20 feet with a certain amount of canopy trees, under story trees, and shrubs

/ ornamental grasses per 100 linear feet.

2) 10 feet with a certain amount of shrubs / ornamental grasses per 100 linear

feet and a wood fence or masonry wall.

3) 30 feet undisturbed natural buffer.
Attitude of Property Owners
Forty Seven (47) property owners within 300 feet of the subject properties were

notified of the rezoning request. To date, the Planning Department has received

five comments regarding this request; three are in opposition, one neutral and

one in favor. The comments were mainly concerns about the type of clientele

that will be living on the property and the potential impact to the neighboring

homes.
Additional Information
The applicant is looking to completely redevelop this property, which was

previously used as a church and then as an Indian community center. Proposed:

? Multi-Family ? 16 1-BR units

? PC Home ? 24 beds

? Day Care Center ? 150 clients
