A Resolution Authorizing THE MAYOR OR CITY MANAGER OF COLUMBUS, GEORGIA TO SUBMIT AN APPLICATION FOR, \n \n AND IF AWARDED, ACCEPT A GRANT IN THE AMOUNT OF $1,778,345, OR OTHERWISE \n \n AWARDED, FROM THE FEDERAL TRANSIT ADMINISTRATION (FTA) AND GEORGIA DEPARTMENT \n \n OF TRANSPORTATION (GDOT) FOR FY2008 CAPITAL AND PLANNING ASSISTANCE UNDER TITLE \n \n 49 U.S.C. SECTION 5307 AND TO CONTRACT WITH FTA AND GDOT ON BEHALF OF THE CITY \n \n SHOULD THE APPLICATION RECEIVE APPROVAL. whereas, under the Title 49 U.S.C., Section 5307, the Secretary of the Department of \n \n Transportation, United States of America (USDOT) is authorized to make grants \n \n for mass transit planning and capital improvement; and,
whereas, the Columbus Department of Transportation/METRA is designated the recipient of \n \n these transit funds; and,
WHEREAS, the City owns and operates the Columbus Department of \n \n Transportation/METRA, the public transit operates in Columbus, Georgia \n \n Urbanized Area; and, \n \n \n \n WHEREAS, the City may apply to FTA for an assistance contract covering up to \n \n eighty percent (80%) of the eligible planning and capital improvement expenses \n \n for the City; and, \n \n \n \n WHEREAS, the City may apply to the Georgia Department of Transportation (GDOT) \n \n for a contract for capital and planning assistance covering up to ten percent \n \n (10%) of eligible expenses of the non-FTA share; and, \n \n \n \n WHEREAS, such contracts will impose certain obligations upon the City including \n \n the provision of the local share of project costs; and, \n \n \n \n WHEREAS, FY2008 shares for these programs as currently projected are: \n \n \n \n Title 49 U.S.C. Section 5307 \n \n (Formerly Section 9) \n \n \n \n City GDOT FTA Total \n \n Capital $ 177,835 $177,834 $1,422,676 $1,778,345 \n \n Operating $2,598,416 $ 0 $ 0 $2,598,416 \n \n Planning $ 16,186 $ 16,185 $ 129,484 $ 161,855 \n \n Total $2,792,437 $194,019 $1,552,160 $4,538,616 \n \n \n \n WHEREAS, in connection with the filing of an application for assistance under \n \n the U.S.C., USDOT requires, in accordance with the provisions of the Title VI \n \n of the Civil Rights Act of 1964, that the applicant gives an assurance that \n \n will comply with Title VI and all USDOT requirements thereunder; and, \n \n \n \n WHEREAS, it is the goal of the City to utilize disadvantaged businesses \n \n enterprises (DBEs) to the greatest extent practical in the City procurement \n \n under this project, and to establish and administer definitive procedures to \n \n ensure that DBEs shall have the maximum feasible opportunity to compete in City \n \n procurement for supplies, equipment, construction, and consultant or other \n \n services.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY
RESOLVES AS FOLLOWS:
(1) \n \n That the Mayor or City Manager is authorized to apply to FTA on behalf \n \n of the City for FY2008 capital and planning financial assistance; and, \n \n \n \n (2) \n \n That the Mayor or City Manager is authorized to apply to GDOT on behalf \n \n of the City for FY2008 capital and planning assistance to match FTA assistance; \n \n and, \n \n (3) \n \n That the Mayor or City Manager is authorized to execute contracts in \n \n accordance with FY2008 expenses on behalf of the City with FTA and GDOT for the \n \n purpose of receiving FTA and GDOT funds should the application be approved; and, \n \n \n \n (4) \n \n That the City gives assurance that, should such contract be executed, \n \n it is the intent of the Council to commit its local share of capital, planning, \n \n and operating costs under the FY2008 Program of Projects; and, \n \n \n \n (5) \n \n That the Mayor or City Manager is authorized to execute (or to delegate \n \n to the Department of Transportation/METRA) and file with such application any \n \n assurance or other documents required by USDOT or FTA in connection with the \n \n application, including any assurance concerning the purpose of the Title VI of \n \n the Civil Rights Act of 1964; and, \n \n \n \n (6) \n \n That the Department of Transportation/METRA is authorized to furnish \n \n such additional information as may be required in connection with the \n \n application, and to requisition federal or state funds to reimburse the City \n \n for eligible expenses under any resulting grant contract; and, \n \n \n \n (7) \n \n That the DBE Coordinator, as the DBE Affirmative Action Liaison Officer \n \n for the City, is authorized to establish and administer DBE policies in \n \n connection with projects procurement needs.
