A Resolution Authorizing AN AMENDMENT TO THE NEIGHBORHOOD STABILIZATION PROGRAM (NSP) 1 AND 3 WHICH WILL \n \n ADD NEW CONSTRUCTION TO THE AVAILABLE ELIGIBLE ACTIVITIES UPON WHICH THE CITY \n \n MAY EXPEND NEIGHBORHOOD STABILIZATION FUNDS. whereas, the US Department of Housing and Urban Development granted the Columbus \n \n Consolidated Government funds through the Neighborhood Stabilization Program 1 \n \n and 2 in order to provide affordable housing to the City's low income \n \n population; and,
whereas, the City has expended all initial NSP1 and NSP3 funds to acquire, rehab and \n \n sell foreclosed homes to the low income community and now must expend all \n \n program income earned on those transactions; and,
WHEREAS, the City of Columbus now needs to expend the program income on one \n \n final project to complete the program; and, \n \n WHEREAS, the City needs to include New Construction as an eligible activity for \n \n the expenditure of NSP1 and NSP3 funds; and, \n \n WHEREAS, Council and HUD must approve a NSP1 and NSP3 Substantial Amendment to \n \n the plan in order to utilize this eligible activity.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY
RESOLVES AS FOLLOWS:
The Substantial Amendment to the NSP1 and NSP3 plans to inlcude new \n \n construction is approved and the City Manager is authorized to execute any \n \n related contracts and documents to facilitate the compliant expenditure of \n \n those funds.
