A Resolution Authorizing THE MAYOR OF COLUMBUS, GEORGIA TO EXECUTE A MEMORANDUM OF UNDERSTANDING WITH \n \n THE COLUMBUS-PHENIX CITY TRANSPORTATION STUDY (C-PCTS) AND THE COLUMBUS \n \n CONSOLIDATED GOVERNMENT TO CARRY OUT TRANSPORTATION PLANNING ACTIVITIES FOR THE \n \n URBAN AREA. whereas, the Metropolitan Planning Organization (MPO) is designated by the Governors of \n \n Georgia and Alabama and is housed within the Columbus Department of Planning. \n \n The MPO has the primary responsibility for carrying out the urban \n \n transportation planning process and of developing the planning work program, \n \n transportation plan, and transportation improvement program. The MPO is \n \n responsible for the following cities/counties: Columbus/Muscogee County & \n \n Chattahoochee County in Georgia, along with parts of Lee and Russell Counties \n \n in Alabama and the City of Phenix City; and,
whereas, following each decennial census, federal regulations require Metropolitan \n \n Planning Organizations to examine any revised Census-designated urban areas and \n \n update its generalized transportation Urban Area Boundary (UAB) as well as \n \n examine whether any changes are warranted to the MPO planning area; and,
WHEREAS, a Memorandum of Understanding (MOU) was generated between the C-PCTS) \n \n and the cities/counties that are represented by the MPO. The MOU outlines the \n \n responsibilities of the MPO and the cities and counties. In 2009, the C-PCTS \n \n incorporated Chattahoochee County into the MPO and the MOU was updated to \n \n reflect that change. The 2010 Census data shows a portion of Harris County, \n \n Georgia as being in the new Urbanized Area Boundary, therefore the MOU needs to \n \n be revised to include Harris County as part of the MPO.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
