A Resolution Authorizing THE BOOKER TO WASHINGTON APARTMENTS REVITALIZATION PLAN DATED APRIL 2013; \n \n ENDORSING THE APPLICATION BY THE HOUSING AUTHORITY OF COLUMBUS, \n \n GEORGIA/COLUMBIA RESIDENTIAL PARTNERSHIP TO THE GEORGIA DEPARTMENT OF COMMUNITY \n \n AFFAIRS FOR LOW-INCOME HOUSING TAX CREDITS AND AUTHORIZING THE CITY MANAGER TO \n \n ENTER INTO AN AGREEMENT WHICH PROVIDES FINANCIAL ASSISTANCE TO CONSTRUCT \n \n BOOKER T. APARTMENTS PHASE I ? A MULTI-FAMILY ?HOUSING FOR OLDER PERSONS? \n \n COMMUNITY TO BE LOCATED AT 3725 CHAPMAN WAY, COLUMBUS, GEORGIA; AND FOR OTHER \n \n PURPOSES. whereas, a Revitalization Plan (the ?Plan?) for Booker T. Washington Apartments (BTW), \n \n 500 5th Avenue, Columbus, Georgia dated April 2013 has been presented to City \n \n Council and is attached to this Resolution as Exhibit ?A?. The Plan includes \n \n the relocation of all BTW residents, the demolition of the current 392 severely \n \n distressed housing units and the redevelopment of BTW into a new master \n \n planned, mixed-income, mixed-use community. It is currently contemplated the \n \n construction of approximately 200 multi-family rental units located on two \n \n separate sites, future commercial/retail space, and related on-site \n \n infrastructure improvements (the ?Development?); and, \n \n \n \n WHEREAS, it has been determined that the Development shall be \n \n accomplished in two phases with the first phase of the Development of \n \n approximately 100 multi-family units of ?housing for older persons? located on \n \n the former Chapman Homes site, 3725 Chapman Way, (Phase 1) and the second phase \n \n being the development of approximately 100 new multi-family rental units and \n \n potential commercial and retail development on the site of the existing BTW \n \n property (?Phase 2?); and \n \n \n \n WHEREAS, the City Council approves the Revitalization Plan for Booker \n \n T. Washington Apartments ? a multi-phase redevelopment project, and \n \n \n \n WHEREAS, in furtherance of the BTW Revitalization Plan, HACG with their \n \n developer/partner, Columbia Residential, is applying to the Georgia Department \n \n of Community Affairs (DCA) for 2013 low-income housing tax credits (LIHTC), \n \n which is a highly competitive process requiring documentation of support from \n \n the City, to construct BTW Phase 1: and, \n \n \n \n WHEREAS, a summary of said application is attached hereto as Exhibit \n \n ?B?; and, \n \n \n \n WHEREAS, the site of the proposed off-site community is located within \n \n Census Tract 33.00; and, \n \n \n \n WHEREAS, the City and the Authority acknowledge and agree that \n \n financial contribution to the Development in the total amount of $2,500,000 \n \n ($1,000,000 for Phase I and $1,500,000 for Phase 2) is required from the City; \n \n and, \n \n \n \n WHEREAS, the Authority commits to a prorated share of the commercial \n \n development with the City in order to partially recoup the tax payer?s \n \n investment in the development; and, \n \n \n \n WHEREAS, in order to comply with the requirements set forth in the \n \n foregoing for the Authority?s LIHTC application, the City and the Authority \n \n have agreed to enter into and execute a Memorandum of Agreement substantially \n \n in the form attached as ?Exhibit ?C?; and, \n \n \n \n
whereas, the City will participate in the redevelopment of the project by providing \n \n $2,500,000 in five annual installments of $400,000 and one installment of \n \n $500,000 beginning in FY 2015.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY
RESOLVES AS FOLLOWS:
That the City Council adopts the Booker T. Washington Apartments Revitalization \n \n Plan dated April 2013 and endorses the application by the Housing Authority of \n \n Columbus, Georgia and their development partner, Columbia Residential, to the \n \n Georgia Department of Community Affairs for low-income tax credits to construct \n \n the proposed Booker T. Washington Apartments ? Phase 1. In addition the City \n \n Council authorizes the City Manager to enter into the Memorandum of Agreement \n \n committing $2,500,000 of City funds for two phases of redevelopment. \n \n
