A Resolution Authorizing THE CITY MANAGER TO ENTER INTO A MEMORANDUM OF UNDERSTANDING (MOU) AND \n \n SUPPLEMENTAL AGREEMENT BETWEEN THE NATURAL RESOURCE CONSERVATION SERVICE \n \n (NRCS), GEORGIA SOIL AND WATER CONSERVATION COMMISSION (GSWCC) AND THE PINE \n \n MOUNTAIN SOIL AND WATER CONSERVATION DISTRICT (DISTRICT) AND THE COLUMBUS \n \n CONSOLIDATED GOVERNMENT (CITY) FOR REHABILITATION OF THE DAMS FOR THE BULL \n \n CREEK WATERSHED #14 AND WATERSHED #12. whereas, Section 14 of the Watershed Protection and Flood Prevention Act authorizes \n \n NRCS to provide technical assistance and financial assistance to local project \n \n Sponsors for rehabilitation of aging dams constructed under earlier federally \n \n funded programs,
whereas, the Sponsors (City along with the GWSCC and District) are responsible for \n \n Operation and Maintenance of Watershed #14 and Watershed #12 to assure it will \n \n function as designed and constructed,
WHEREAS, the City in partnership with the other Sponsors recognize the process \n \n of planning and engineering design for rehabilitating a dam takes significantly \n \n advanced preparation and would like to continue the collaborative work on \n \n specific areas of planning, design and construction of the rehabilitation \n \n improvements.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY
RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to execute a Memorandum of \n \n Understanding and Supplemental Agreement with the Natural Resource \n \n Conservation Service , Georgia Soil and Water Conservation Commission and the \n \n Pine Mountain Soil and Water Conservation District for Rehabilitation of the \n \n dams for Bull Creek Watershed #14 and Bull Creek Watershed #12.
