A Resolution Authorizing A HARDSHIP VARIANCE REQUEST TO WAIVE THE MINIMUM STREET FRONTAGE REQUIREMENT IN \n \n ORDER DIVIDE LOT INTO 2 TRACTS AT 507F BIGGERS ROAD. whereas, the replat of Standing Boy on Biggers Tract F (507F Biggers Road) has been \n \n submitted for conditional approval by the Planning Director.
whereas, Article Three of the Columbus Unified Development Ordinance Section 7.3.5 (F.2) \n \n requires that all lots front on a minimum 25 feet of dedicated public \n \n right-of-way or upon a right-of-way that has received the legal status of such, \n \n except as provided for within specific zoning districts in Section 7.4.2.
\n \n WHEREAS, applicant has requested a hardship variance to waive said \n \n requirement pursuant to Article 3, Section 7.4.2 (A) which allows residential \n \n developments to provide an access easement to properly satisfy street \n \n frontage requirements when approved by the City Council on a case-by-case \n \n basis; and
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the criterion of Section 7.4.2(A), which provides that all lots front on a \n \n minimum 25 feet of dedicated public right-of-way, is hereby waived. All other \n \n Planning conditions for approval of the replat of Standing Boy on Biggers \n \n (Part of Land Lot 222, 19th District) shall remain in full force and effect. \n \n A hardship variance to waive the street frontage requirement in order to \n \n construct a residential structure on a landlocked lot is granted for the \n \n property located at 507F Biggers Road. \n \n \n \n A hardship variance is granted for the subject property with the following \n \n conditions: \n \n \n \n 1. The covered bridge located on the private drive must be inspected and \n \n certified by a licensed professional engineer in order to determine the maximum \n \n weight limit of the bridge. \n \n \n \n 2. The maximum weight limit shall be posted on the bridge and notification of \n \n such limits shall be submitted to the Columbus Fire Department and the Planning \n \n Department. \n \n \n \n 3. Full disclosure of the concerns listed below shall be placed upon the deed \n \n and subdivision plat of 507F Biggers Road. Disclosure should include: \n \n \n \n a. Acknowledgement of inadequate water supply to property may significantly \n \n impede or prohibit firefighting efforts. \n \n b. The covered bridge may impede or prohibit fire apparatus and other emergency \n \n vehicle access to site. \n \n \n \n 4. Due to lack of public water/sewer, the applicant for 507F Biggers Road must \n \n have a signed statement on the plat by the Health Department acknowledging and \n \n approving the use of a well and septic system.
