A Resolution Authorizing THE CHANGING OF THE OFFICIAL STREET MAP AND TAX MAPS OF THE CONSOLIDATED \n \n GOVERNMENT OF COLUMBUS, GEORGIA BY OFFICIALLY CLOSING AND ABANDONING A SEGMENT \n \n OF 18TH STREET RIGHT OF WAY BEGINNING AT THE WEST RIGHT OF WAY LINE OF 1ST \n \n AVENUE AND RUNNING IN WESTWARDLY DIRECTION FOR A DISTANCE OF APPROXIMATELY 144 \n \n FT.; AUTHORIZING THE DISPOSAL OF THE SAID RIGHT OF WAY IN ACCORDANCE WITH \n \n APPLICABLE STATE LAW; RESERVING UTILITY EASEMENTS; AND FOR OTHER PURPOSES. whereas, a remnant portion of 18th Street lies within the area of redevelopment for the \n \n City Mills property and construction of a connecting portion of the Riverwalk,
whereas, as part of the development of the City Mills property, driveway access and a \n \n parking lot will be constructed in the vicinity of the abandoned 18th Street to \n \n serve the development and the Riverwalk and was approved by Council as part of \n \n the Exchange and Easement Agreement with City Mills Properties, LLC.,
WHEREAS, the Department of Engineering has determined the Street Segment is \n \n not critical to traffic flow in the area.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

SECTION I. \n \n The "Official Street Map , Consolidated Government of Columbus, \n \n Georgia" maintained in accordance with Section 18.1 of the Columbus Code and \n \n appropriate Tax Map are hereby amended by deleting the following property from \n \n said maps: \n \n "All that portion of 18th Street, west of 1st Avenue, as shown on a \n \n plat dated 17 July 2016, prepared by Moon, Meeks, Mason & Vinson Inc.; and \n \n being more particularly described as follows: BEGIN at a drill hole marking the \n \n intersection of the westerly line of 1st Avenue and the northerly line of 18th \n \n Street; thence South 01 degree 55 minutes 00 seconds East, along the westerly \n \n line of 1st Avenue, 66.0 feet to an iron stake; thence leaving the westerly \n \n line of 1st Avenue, South 87 degrees 50 minutes 00 seconds West, along the \n \n southerly line of 18th Street, 144.0 feet to an iron stake at the end of 18th \n \n Street; thence across 18th Street, North 01 degree 55 minutes, 00 seconds West, \n \n 66.0 feet to an iron stake; thence North 87 degrees 50 minutes 00 seconds East, \n \n along the northerly line of 18th Street, 144.0 feet to a drill hole and the \n \n POINTOF BEGINNING; containing 9,504 sq. ft. \n \n Together with and subject to covenants, easements, and restrictions of \n \n record. \n \n Said tract or parcel containing 0. 218 acres, more or less." \n \n A copy of the survey drawing entitled "Plat of 18th Street Right of Way \n \n west of 1st Avenue" showing the above-described property is attached to this \n \n Resolution as Exhibit "A". \n \n \n \n SECTION II. \n \n That the Council finds that the segment of right of way described in \n \n Section I. above no longer serves a substantial public purpose. This \n \n abandonment is hereby declared to be in the best public interest. Accordingly, \n \n said segment is hereby declared abandoned and removed from the Official Street \n \n Map of Columbus, Georgia in accordance with O.C.G.A. Section 32-7-2(c) . The \n \n City Manager is authorized to transfer the property to the adjacent property \n \n owner in accordance with the provisions of O.C.G.A. Section 32-7-4 if \n \n determined its necessary and in the best interest of the Consolidated \n \n Government of Columbus, Georgia. \n \n \n \n SECTION III. \n \n All existing utility easements in the Street Segment shall be reserved. \n \n
