Subject: Victory Drive Overlay District



The Victory Drive Overlay District is proposed as additional requirements for

development along the Highway 27 corridor (4th Street and Victory Drive) from

the Chattahoochee River to 1-185. The corridor overlay also includes South

Lumpkin Road and a portion of Ft. Benning Road, south of Victory Drive. The

development of the overlay district was driven by a committee consisting of

property owners, developers, realtors, and business interests of Columbus

South. The overlay provides provisions for new development and redevelopment,

and addresses various issues, such as traffic, parking, aesthetics,

landscaping, etc. The overlay would extend 250 feet beyond the right-of-way of

the aforementioned corridors and would include all development except single

family residential.



The Planning Advisory Commission originally considered this text amendment at

their meetings on February 18, 2009. The Planning Advisory Commission

recommended that this text change be denied (4-2). The overlay committee

revised the ordinance and resubmitted it to the Planning Advisory Commission on

July 17, 2009. The Planning Advisory Commission recommended that this text

change be approved (6-1).



The Planning Department recommends approval.

The Planning Advisory Commission orginally considered this text amendment at

their meetings on February 18, 2009. The Planning Advisory Commission on July

17, 2009. The Planning Advisory Commission recommended that this text change be

approved (6-1).
PLANNING DEPARTMENT RECOMMENDATION
The Planning Department recommends approval.
