Subject: (VAR0605-01) Hardship variance to waive street frontage requirements and allow

the construction of a residential subdivision at 8851 ?4 Moore Road.



PLANNING RECOMMENDATION: DENIAL





ADDITIONAL INFORMATION:





Reasonableness of Request: The proposed variance is not reasonable based upon

traffic circulation concerns. The existing 60-foot access easement does not

meet street requirements applicable to private streets as stated in the Unified

Development Ordinance. The existing cul-de-sac has a diameter of only 60 feet.

The actual paved portion of the existing 60-foot access easement is 20 feet.

The paved turnaround must have an outside diameter of 100 feet. The minimum

right-of-way width for a local residential street is 60 feet. The paved width

of the road must be a minimum of 31feet.



Buffer Requirements: Three natural, undisturbed buffers shall be required. Two

30-foot buffers shall be required along the western and eastern boundaries of

Greenleaf Estates Subdivision. An additional 30-foot buffer shall be required

along the northern boundary of Greenleaf Estates.







Fire & Emergency Prevention: Fire and Emergency Prevention conducted a field

evaluation of the current site. The paved portion of the existing 60-foot wide

easement is significantly narrow. The existing access easement does not

support proper access for emergency vehicles. The cul-de-sac of the existing

access easement does not meet the minimum 100 feet diameter as required in

the Unified Development Ordinance. The existing easement that runs South along

the subject property must be widen and fully paved to allow appropriate traffic

flow of emergency vehicles. The existing cul-de-sac must comply with the

50-foot turn around radius.
