Subject: TSPLOST-Discretionary Funds
Per Council request, this memo is notification that in accordance with the
presentation made a Council on May 6, 2014 and again on September 30, 2014,
staff will begin preliminary engineering for the following projects:
Cooper Creek ADA Trail- $50,000 - The existing trail is constructed of asphalt
and no longer in serviceable condition. Due to the proximity to the creek bank
and it being in the state water buffer, the trail needs to be relocated. We
receive many request for repair of this trail. (see attached photo)
Linwood Blvd/6th Avenue Bridge over Norfolk Southern Railroad- $250,000- This
bridge built in 1911 had a sufficiency rating of 49.43 in the last Bridge
Inventory Report after inspection by GDOT. The low rating is due to original
design capacity . Due to the bridge being over the railroad right of way it
will take longer to design and permit than most bridges on City right of way.

Reese Road Shoulder-$250,000- The section of Reese Road from Bonnie Drive to
River Rock Way has a narrow shoulder that is ranges from 8 ft. to 0 ft. wide
with the adjoining channel ranging from 5 ft. to 16 ft. deep below the shoulder
elevation. This creates a maintenance problem with the slopes being unstable
and a potential hazard for drivers. The shoulders are currently too narrow for
guardrail. A study is needed to determine the most economical and safest
solution to improve the current conditions which may require extension or
replacement of the current bridge structure and sidewalk. (see attached photos)
