In October 2006 the City Manager appointed a 10 member citizen advisory
committee to review the Notice of Interests (NOI) submitted for proposed reuses
of the Columbus Army Reserve located on Macon Road. This facility is being
designated as surplus property as part of the BRAC recommendations. The
advisory committee was established by the City Manager based on the amount of
public concern expressed in public meetings over the disposition of the
facility in 2011 as a result of the BRAC recommendations . The primary purpose
of the committee is to provide a mechanism for public involvement in the
process of determining the use of the facility. The committee is charged with
making a recommendation to the City Manager on a proposed reuse of the
facility. The committee?s recommendation will be considered by the City
Manager in making a final recommendation on the proposed reuse of the facility
to the Mayor and City Council.
An NOI is required for any agency interested in obtaining the property from the
Federal Government through a Public Benefit Conveyance at a discount price or
at no cost. As the designated Local Redevelopment Agency (LRA), the City is
responsible for conducting the Public Benefit Conveyance process and making a
recommendation to the Department of Defense and Department of Housing and Urban
Development on the proposed reuse of the facility by no later than June 2007.
The Reserve Center is projected to be available in late 2011.
The Committee has met four times since being established. The committee has
reviewed all NOI applications submitted. The application submitted by the
Parks and Recreation Department was deemed ineligible for a Public Benefit
Conveyance based on the published criteria. The committee interviewed the
remaining seven applicants. The interviews consisted of a brief presentation
by the applicant outlining the proposed use of the facility followed by a
question and answer session.
The committee is scheduled to meet again on February 21, 2007. Staff will
provide additional updates as necessary to keep Council informed.
