Subject: Options for Proposed Fees
As requested, the Planning Department has reviewed and modified its proposed
fees for Certificates of Appropriateness for the Board of Historic and
Architectural Review. In addition, staff has also surveyed other Georgia
communities of compatible size to determine what application fees they charge
for this service.
Attached is a spreadsheet which outlines our findings along with several other
options. Option 1 is the Planning Department's original proposal, with one
modification. Under Demolitions, there is now a distinction between Principal
Structures ($500) and Accessory Structures ($50). While this separation is
helpful, it was always the intent of staff to require this cost for principal
structures only. Option 2 provides for a flat fee of $200 for all
applications. This fee is based upon the average cost for review of all
applications of this type.
Additional options are also identified based upon the survey results from other
communities. The options are shown with the costs each community charges along
with the revenue generated had these fees been implemented in Columbus in
2006. Option 3 (Athens) offers a possible alternative to our original
proposal. While it does not fully cover our anticipated costs, it does provide
some relief for this effort.
