In November of last year, Columbus City Council commissioned a Full Detail
Study be performed on the East Branch of Lindsey Creek. The need for this Full
Detail Study arose in response to a Limited Detail Study and associated maps
commissioned by the Georgia Department of Natural Resources as part of their
Map Modernization program. This Limited Detail Study unfortunately did not
take into account the spillway of Heath Lake nor did it involve field surveying
and verification of several critical factors. Because of this Limited Detail
Study, more than 140 properties that were previously not included in the "Flood
Zone" were designated as being in that high-risk area, requiring that several
residents acquire flood insurance. The study area for this project, as in the
Limited Detail Study that preceded it, would start at the dam of the Heath
Park/Windsor Park Lake and would extend to the Tower Road area north of
Veterans Parkway.
The Full Detail Study was received by CCG's Department of Engineering from
PBS&J on Friday February 29th and was subsequently forwarded to US Congressman
Lynn Westmoreland's office in Newnan the first of the next week. Brad Bohannon
with Congressman Westmoreland's office then forwarded the document to their
Washington office last week (week of March 10th) for delivery to FEMA for their
review. We should hopefully have FEMA's comments within 14 days after receipt
of the Study.
This Full Detail Study, if accepted as presented, will have a significant
impact in the Windsor Park area. Of the approximately 76 structures south of
Weems Road that were included in the "Flood Zone" produced by the Limited
Detail Study, all but 3 will be removed. The three structures that will remain
in the Special Flood Hazard Area (south of Weems Road) include:
5851 Windsor Drive, 3720 Lyn Drive and 6202 Parkway Avenue. Note: 5851 Windsor
Drive is owned Kenneth and Jayne Govar, the couple that we have been working
with throughout this entire process. A fourth structure, 4 Canterbury Court,
is very close to the proposed elevation line and will probably require an
Elevation Certificate to have it removed (if it qualifies).
The area north of Weems Road extending to Tower Road remains unchanged except
for the fact that CCG will have better information to work with now (Base Flood
Elevations developed as part of Full Detail Study).
