Subject: National Register Nomination for Bibb City
The Historic Preservation Division of the Georgia Department of Natural
Resources has just announced that it has approved the nomination of Bibb City
on the National Register of Historic Places. This nomination will now be sent
to the federal level for final approval. Approval of this nomination on the
federal level will mean the area is national recognized for historic
significance and that it is eligible for federal assistance in the future.
While the designation is important, it does not include any local jurisdiction
control. Under Section 9.3.3. of the Unified Development Ordinance, the Board
of Historic and Architectural Review only has jurisdiction on 1) properties
zoned HISTORIC and or designated as a Landmark site; or 2) historic properties
and districts designated by the Council. It this particular case, the Bibb
City area does not meet any of this criteria, even with the National Register
designation. In order for this area to be considered for local historic
designation, the Council would be required to approve such action. This would
require a recommendation from the Board of Historic and Architectural Review,
public notices sent to every property owner, and the use of public hearings
before the Council.
While the next logical step appears to be the local historic designation of
this area, no such request has been received by my office.
