        As part of the permitting process with GDOT for signal improvements needed to    
 accommodate the Fall Line Trace River Link Trail.  The required traffic study    
 done at 3rd Avenue and 14th Street determined the signal is no longer    
 warranted.  Staff intends to begin the process of removal of the signal.  A    
 changeable message sign will be placed notifying the public of the intent to    
 remove the signal.  The sign will remain operational for at least a week.  The    
 signals will then be put on flash for 90 days.  During the 90 day period the    
 intersection will be evaluated for operation to make sure no safety concerns    
 arise.  This also gives time to receive any public comments or concerns.  If    
 not significant safety concerns arise in the 90 day period, the signal will be    
 removed.  Third(3rd) Avenue will become a stop conditions with free flow on    
 14th Street.  This will also provide protection for those utilizing the    
 trail/path.
