Per Resolution 138-05 dated March 8, 2005, the City of Columbus agreed to

transfer 4.2+/- acres of CDBG property on Cussetta Road to Enrichment Services

Program, Inc. The transfer of the property was to assist the organization in

applying for grant funds to construct a new admnistration building. Enrichment

Services Program (ESP) needed to have site control at the time of the

application. Unfortunately, the application was not awarded and ESP is still

occupying the City's property on Linwood Avenue. The Linwood building is in a

dilapidated condition.

Per Resolution 158-10 dated May 11, 2010, the City of Columbus agreed to

transfer 2.07 acres of land on Regency Drive to ESP. The transfer of the

property was to assist ESP in establishing a Head Start program. The

organization was met with opposition from the surrounding neighborhoods and has

decided to abandon plans for developing this site. A Security Deed was

executed to ensure that the site transfers back to the City of Columbus in the

event the site is not used for ESP programs.

Pursuant to the organization's decision to abandon the Regency Drive site, they

would now like to utilize the Cussetta Road site to build the Head Start

program instead of new administration facilities. Currently Enrichment

Services does not have a funding source for this project. Therefore, they are

asking for an additional four years to raise funds and complete the project.

In the meantime they will remain in the Linwood site unless alternative space

can be arranged.

Staff recommends that Council allow ESP an additional two years with an update

to Council at that time. If sufficient fundraising progress can be shown at

that time, an additional extension can be granted. Staff also recommends that

Council allow Enrichment Services one year to find alternative administration

space. At that time the Linwood site must be vacated.
