Subject: Bibb City National Register Nomination


The Historic Preservation Division of the Georgia Department of Natural

Resources has notified my office that the Bibb City area will be nominated for

consideration to the National Register of Historic Places. The Georgia

National Register Review Board will discuss this nomination at its next meeting

on September 29. Comments on this proposed nomination can be made until

September 27.

The purpose of placing this area on the National Register will result in the

following:

- Recognition of area as being architecturally and historically significant

- Properties would be eligible for Federal Tax Benefits

- Properties would be subject Section 106 review, which requires federal

agencies to review any action under their jurisdiction before making any final

decisions about an action.

- Owners would be eligible for federal and state grant assistance for historic

preservation purposes

The Historic Columbus Foundation and the Columbus State University?s History

Department are sponsoring the nomination. Both groups held a public meeting on

October 18, 2005 with residents of the area to explain the nomination

process. The nomination process does require that properties owners have an

opportunity to concur or object to this listing. At that meeting, a majority of

the residents stated that they would support this request. Owners can still

object to this proposal during the comment period.

The designation of this area on the National Register would not have an

immediate impact on the City?s governing powers. Under Unified Development

Ordinance, the city only controls:

- Properties zoned Historic (H) and/or designated as a landmark site;

- Historic properties and districts designated by the Council

This designation would not come under the control of the Board of Historic and

Architectural Review, unless the Council designates the area as a historic
