Subject: Liberty District Master Plan
Per the request of Council at the July 24, 2012 Executive Session, attached
please find an electronic copy of the Liberty District Master Plan. Concern
was expressed about the prioritization of projects. The Master Plan is being
provided to you so that will be comfortable with Staff's implementation of the
work outlined therein.
The focus of the Master Plan and any redevelopment efforts is placed on the
Liberty Theatre as "the heart of the district", and the surrounding blocks.
Staff has responded with a request for authorization to purchase over 30
properties. Priority was also given to infrastructure improvements. Staff has
responded with the ongoing 6th Avenue abatement project and planned streetscape
improvements to 6th Avenue and 8th Street. The section entitled Priorities and
Sequencing Options (page 25) supports the City's investments thus far.
