SUBJECT: Paramedic Certification Pay



INITIATED: Human Resources and Fire/EMS Departments

Recommendation: Approve an ordinance amending Ordinance 07-30 by changing the

criteria for paramedics to receive emergency service certification pay in the

amount of $2600 annually.



Background: Ordinance 07-30 established a $2600 annual paramedic certification

payment for paramedics that were ?assigned and actively working as providers of

emergency medical services.? The ordinance also named the ranks of the

eligible individuals, namely Lieutenant-EMS, Firefighter-Medic and Paramedic,

which at that time covered all eligible personnel. It is now recognized that

some of these individuals will successfully compete for promotion and advance

in rank. However, they will continue to routinely provide the emergency

medical services that Ordinance 07-30 intended to recognize and reward.



Analysis: Adoption of this ordinance is another step toward our goal of

providing advanced life support medical services from all of the department?s

first medical responder vehicles.



Legal: The Council must authorize this change.



Financial Considerations: Allowing individuals currently qualified for and

receiving the certification payment to continue receiving the same when they

are promoted to positions that will continue to provide the requisite services

creates a negligible financial impact for the government but prevents the

affected individuals from potentially losing money when promoted.



Recommendation/Actions: The City Manager, Mayor, Human Resources Director and

Fire/EMS Chief recommend the proposed plan change.
