SUBJECT: 2010/2011 Local Assistance Road Program ( L.A.R.P.)



INITIATED BY: Felton G. Grant, Highway Coordinator, Transportation Planning

Recommendation: Approval is requested to execute a "Certificate of Ownership

and Agreement" (attached) with the Georgia Department of Transportation for the

L.A.R.P Program.



Background: Normally, this request is done in March of the L.A.R.P. year. The

Georgia Department of Transportation (DOT) has changed its policy and wants

this document submitted with the Candidate List, which is due in September,

2009. Therefore, a list of 36 streets from the Pavement Management list has

been submitted to the DOT for consideration for 2010/2011 L.A.R.P. Program (see

attached). If all of the streets are not chosen, the ones not chosen will be

added to a list for future funding. The List is smaller than normal because of

the funding crunch with the D.O.T.. They only approved 15 streets out of 56

streets on the last L.A.R.P.. It is not expected to be better this FY.



Analysis: In order to receive the DOT funding for this project, the City is

responsible for doing the following:

1) Doing advance patch work

2) Raising manhole covers and other street fixtures

3) Clearing ditches and drainage structures

4) Leveling of shoulders



Financial Considerations: Funding will be from Paving Fund Support Capital

Paving Fund for approximately $500,000.00



Legal Considerations: The City Attorney disagrees with the indemnification

paragraph, but understands that the DOT will not change policy; therefore, to

participate in this program, the City has to accept it as does every government

entity statewide.



Recommendations/ Actions: Approve the resolution authorizing the execution of

the Certificate of Ownership and Agreement and subsequent agreements necessary

to implement this project.

A RESOLUTION AUTHORIZING THE EXECUTION OF A CERTIFICATE OF OWNERSHIP

AND AGREEMENT WITH THE GEORGIA DEPARTMENT OF TRANSPORTATION (DOT) FOR THE

2010/2011 L.A.R.P. PROGRAM FOR A TOTAL OF 36 CANDIDATE STREETS TO BE CONSIDERED

BY THE DOT.

WHEREAS, the Georgia Department of Transportation has offered an annual

L.A.R.P. contract for resurfacing on all or a portion of the Candidate List

sent to the DOT, for consideration; and,

WHEREAS, the candidate streets that are not chosen by the DOT will be

added to a list for future funding; and,

WHEREAS, this project will be from Paving Fund Support Capital Paving

Fund for approximately $500,000.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS

FOLLOWS:

That the City Manager is hereby authorized to execute a Certificate of

Ownership Agreement and subsequent agreements necessary to implement this

project with the Georgia Department of Transportation for the 2010/2011

L.A.R.P. Program for a total of 36 Candidate Streets to be considered by the

DOT.

Introduced at a regular meeting of the Council of Columbus, Georgia,
