SUBJECT: Revised Restoration Schedule for Claflin School
INITIATED BY: Community Reinvestment Department
Recommendation: Approval is requested to extend the restoration schedule with
Friends of Historic Claflin, Inc. for the redevelopment of Claflin School to
complete phase III by July 2017. If phase III is completed on time, then the
restoration schedule will be extended for the entire project to be completed by
May 2020.
Background: The initial term approved by City Council per Resolution 49-15 was
for eighteen (18) months, with the option to renew for an additional 3? years.
The initial contract period was to allow Friends of Historic Claflin to
accomplish phases II and III of the proposed restoration schedule. If phases
II and III were successfully completed within the 18-month period, then the
agreement would be extended for an additional 3? years to allow Friends of
Historic Claflin to accomplish phases IV, V and VI of the proposed restoration
schedule.
Currently phase III (stabilization and demolition) has not been completed,
which was originally proposed to be completed by February 2016. It has been
requested that the restoration schedule be extended to allow for phase III to
be completed by July 2017, and the project completion date to be extended to
May 2020.
Analysis: The City has a vested interest in the restoration of Claflin school
and has established a working relationship with the Friends of Historic
Claflin. This type of development is needed for the revitalization of that
area. The extension of the restoration schedule will allow Friends of Historic
Claflin additional time to raise funding to complete the renovations.
Financial Considerations: The City will not incur any expenses associated with
the redevelopment of Claflin School. Friends of Historic Claflin is responsible
for all costs associated with the construction, landscaping and general
maintenance.
Legal Considerations: Council must approve all real estate transactions.
Recommendations: Authorize the City Manager to revise the lease agreement to
extend the restoration schedule with Friends of Historic Claflin, Inc. for the
redevelopment of Claflin School to complete phase III by July 2017. If phase
III is completed on time, then the restoration schedule will be extended for
the entire project to be completed by May 2020.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO AMEND THE LEASE AGREEMENT WITH
FRIENDS OF HISTORIC CLAFLIN, INC TO EXTEND THE RESTORATION SCHEDULE FOR THE
REDEVELOPMENT OF CLAFLIN SCHOOL.
WHEREAS, the City Council approved, per Resolution 49-15, the execution of a
lease agreement with Friends of Historic Claflin, Inc. for the redevelopment of
Claflin School; and,
WHEREAS, per the lease agreement the Friends of Historic Claflin, Inc. had
eighteen (18) months to accomplish phases II and III of the proposed
restoration schedule, and if phases II and III were successfully completed
within the 18-month period, then the agreement would be extended for an
additional 3? years to allow Friends of Historic Claflin to accomplish phases
IV, V and VI of the proposed restoration schedule; and,
WHEREAS, Friends of Historic Claflin did not complete phase III within the 18
months and has requested to extend the restoration schedule to complete phase
III by July 2017; and,
WHEREAS, if phase III is completed by July 2017, then the restoration schedule
will be extended for the entire project to be completed by May 2020.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to sign an amendment to the Lease
Agreement executed between Columbus Consolidated Government and Friends of
Claflin, Inc. on December 29, 2015 which incorporates the attached revised
schedule for the restoration.
