SUBJECT: Memorandum of Agreement with Columbus Water Works



INITIATED BY: Ronald Smith, Public Services







Recommendation: Approval is requested to enter into a Memorandum of Agreement

with Columbus Water Works for performing a variety of minor tasks or services

that are mutually beneficial to both organizations



Background: The Columbus Consolidated Government and Columbus Water Works

perform a variety of minor tasks or services that are mutually beneficial to

both organizations. In so much as both parties strive toward efficient

financial record keeping and accountability, this agreement strives to identify

minor tasks or services between the two parties that do not necessitate the

added burden of formal record keeping, invoice production, and payment

transactions as follows:



Tasks or services offered at no charge by CCG to CWW:

1. Waiver of tipping fees at Granite Bluff, Oxbow Meadows and Pine Grove

Landfills for loads delivered by CWW employees in CWW vehicles. Contractors

working to CWW are not exempt from tipping fees.



Task or services offered at no charge by CWW to CCG:

1. Waiver of sanitary sewer fees for laboratory analysis, waste flow

conveyance and treatment of Pine Grove Landfill leachate.

2. Waiver of fees for CWW grown and harvested hay bales for CCG use, when hay

bales are available. CCG contractors are not exempt from charges.

3. Waiver of water meter fees for filling CCG street sweeping equipment. CCG

contractor are not exempt from charges.





Analysis: Both the Columbus Consolidated Government and Columbus Water Works

will benefit from this agreement.



Financial Considerations: The agreement eases the burden of financial tracking

of minor tasks that take place on a daily basis.



Projected Annual Fiscal Impact Statement: None



Legal Considerations: The agreement must be beneficial to both organizations.

If at any time either party believes that the cost of tasks or services

provided is no longer a minor concern or the mutual balance of services in

disrupted or other reasonable consideration, this agreement may be voided in

writing between the parties.



Recommendations/ Actions: Approval is requested to enter into the Memorandum

of Agreement between Columbus Consolidated Government and Columbus Water Works.

A RESOLUTION AUTHORIZING TO EXECUTE A MEMORANDUM OF AGREEMENT (MOA)

WITH THE COLUMBUS WATER WORKS.

WHEREAS, the Columbus Consolidated Government and Columbus Water Works perform

a variety of minor tasks or services that are mutually beneficial to both

organizations; and,

WHEREAS, in so much as both parties strive toward efficient financial record

keeping and accountability, this agreement strives to identify minor tasks or

services between the two parties that do not necessitate the added burden of

formal record keeping, invoice production, and payment transaction; and,

WHEREAS, both the Columbus Consolidated Government and Columbus Water Works

will benefit from this agreement.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to execute a Memorandum of Agreement

with the Columbus Water Works to perform a variety of minor tasks or services

that are mutually beneficial to both parties.
