A Resolution Honoring Mr. Art Osborn.
Whereas, Art Osborn was raised in South Georgia, and after his second tour
in Vietnam, he returned to Fort Benning, Georgia in 1971. Art Osborn, his wife
Diane and their three sons moved to Windsor Park in 1975; and,
Whereas, after retiring from the Army, Art Osborne managed research
contracts for the Army Research Institute at Fort Benning, Georgia; and,
Whereas, Art Osborn directed a physical fitness program for seniors and
wrote a manual for the army on Senior Physical Fitness; and,
Whereas, Art Osborn and his family have been very active residents of
Windsor Park for over forty years; and,
Whereas, Art Osborn never liked running on the streets and since Lake
Heath was right out the back door, he decided to make a trail. There were some
clear areas and some areas that he had to chop and mow for a decent path. He
used a wheel to measure the distances; and,
Whereas, many of his friends tried the route and he kept making
modifications to the trail, and in 1979-1980, he tried to get one of his sons
to establish the trail around Lake Heath as his Eagle Scout Project, but that
didn?t happen; and,
Whereas, at some point, the City took on the task and they did an
excellent job of improving the walking/jogging trail and they continue to
maintain and improve the trail today;
Whereas, since 1970, Art Osborne has run at least 35,000 miles and about
20, 000 miles has been around Lake Heath; and,
NOW THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES:
In honor of Art Osborne, the Board of Honor has approved the placement of
a sign at the beginning of the jogging/walking trail at Heath Park in Columbus,
Georgia. The Traffic Engineer is hereby authorized to erect appropriate signage
at the entrance to the Trail at Health Park.

Introduced at a regular meeting of the Council of Columbus, Georgia held
on the 12th day of January, 2016 and adopted at said meeting by the affirmative
vote of ______ members of Council.
