SUBJECT: Juvenile Justice Incentive Grant Program
INITIATED BY: Juvenile Court
Recommendation: Approval is requested to submit a grant application for
the existing program, and if approved, accept funds from the Criminal Justice
Coordinating Council for the operation of the Juvenile Courts of the
Chattahoochee Judicial Circuit, amend the Multi-Governmental Fund by the amount
of the grant award and continue the contract with Evidence Based Associates,
LLC for the period of the grant from July 1, 2015 to June 30, 2016.
Background: Funds have been appropriated to the Criminal Justice
Coordinating Council for the purpose of providing continued services for the
effective community program that is currently serving youth who would otherwise
be committed to the Department of Juvenile Justice and/or sent to a short-term
secured program as a sanction and to fund a grant program coordinator position
to provide administrative duties directly related to this grant program.
Analysis: The Muscogee County Juvenile Court is requesting funds to continue
to provide evidenced based treatment and surveillance for juvenile offenders
and to fund a grant program coordinator.
Financial Considerations: The City is not required to provide matching funds
to participate in the grant period.
Projected Annual Fiscal Impact Statement: There will be no additional expenses
and no match requirement. This is a reimbursement grant.
Legal Considerations: The Columbus Consolidated Government is eligible to
apply for funds up to $750,000 from the Criminal Justice Coordinating Council.
Columbus Consolidated Government is currently under contract with Evidence
Based Associates, LLC who was awarded the contract per the length of the grant
award period.
Recommendations/ Actions: Authorize to submit an application for continued
services and a grant program coordinator position, and if approved accept a
grant from the Criminal justice Coordinating Council for the operation of the
Juvenile Courts of the Chattahoochee Judicial Circuit, extend the contract with
Evidence Based Associates, LLC for the period of the grant award from July 1,
2015 to June 30, 2016, and to amend the Multi-Governmental fund by the amount
of the grant award.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION TO THE
CRIMINAL JUSTICE COORDINATING COUNCIL TO PROVIDE CONTINUED SERVICES AND FUND A
GRANT PROGRAM COORDINATOR UNDER THE JUVENILE JUSTICE INCENTIVE GRANT FOR THE
JUVENILE COURTS OF THE CHATTAHOOCHEE JUDICIAL CIRCUIT, AND IF AWARDED, AMEND
THE MULTI-GOVERNMENTAL FUND BY THE AMOUNT OF THE GRANT AWARD, ENTER INTO A
MEMORANDUM OF UNDERSTANDING AND EXTEND THE CONTRACT WITH EVIDENCED BASED
ASSOCIATES, LLC FOR THE GRANT PERIOD OF JULY 1, 2015 TO JUNE 30, 2016. THERE
IS NO LOCAL MATCH REQUIREMENT.
WHEREAS, funds in the amount of up to $750,000 have been made available from
the Criminal Justice Coordinating Council for the Juvenile Court from July 1,
2015 to June 30, 2016 with no local match requirement; and,
WHEREAS, the funds are available to provide existing services for the effective
community program that is currently serving youth that would otherwise be
committed to the Department of Juvenile Justice and/or sent to a short-term
secured facility as a sanction; and,
WHEREAS, the funds are available to fund a grant program coordinator to provide
administrative duties directly related to this grant program; and,
WHEREAS, the Evidenced Based Associates, LLC is currently under contract and
providing services for Juvenile Court per Resolution #281-13.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to submit an application for the
existing operations and for a grant program coordinator position from the
Criminal Justice Coordinating Council to fund the Juvenile Courts of the
Chattahoochee Judicial Circuit, and if awarded accept a grant with no local
match requirement, amend the Multi-Governmental Fund by the amount of the grant
award, enter into a Memorandum of Understanding and continue the contract with
Evidence Based Associates, LLC for the period of the grant award of July 1,
2015 to June 30, 2016.
