(NOI) Public Meeting

A Public Meeting will be held at the Columbus Public Library Auditorium, on
October 30, 2006 at 2:00 p.m., to discuss the Notice of Interests submitted for
the reuse of the Columbus Army Reserve Center #1 (ARC). The ARC was on the
2005 BRAC closure list. The meeting will also provide the timeline and process
for the development of a redevelopment plan for the Army Reserve Center.
The City of Columbus is acting as the Local Redevelopment Agency (LRA) as it
pertains to the closure of the Army Reserve Center. As such, the City is
responsible for the coordination and development of a redevelopment (reuse)
plan for the ARC to be submitted to the Department of Defense and the
Department of Housing and Urban Development (HUD). It is the goal of the City,
through the redevelopment plan, to receive the property as a Public Benefit
Conveyance (PBC) at up to a 100% discount of fair market value of the land.
As part of this process, the City solicited Notice of Interest from the various
homeless and non-profit agencies for proposed reuses of the ARC. The City
conducted a workshop on June 13 to provide information on the ARC and an
overview of the NOI process. The City received 7 NOIs by the deadline of
September 15, 2006. The City has 270 days from the September 15, 2006 deadline
to develop and submit the redevelopment plan for the proposed reuse of the
ARC.
During the NOI workshop, the citizens of the area surrounding the ARC requested
input into the development of the plan. It is proposed that the City establish
a NOI Citizens Advisory Committee to assist in the review and development of
this redevelopment plan. The primary goal of the committee would be to make a
recommendation of a proposed reuse of the ARC to the City Manager.
The proposed committee would be appointed by the City Manager and would be
comprised of the following:
2 Community Development Advisory Committee (CDAC) Board Members - At-Large
representatives
2 Citizens Advisory Committee Board Members
2 School District Representatives
2 Midtown, Inc. Representatives
2 representatives from area neighborhood associations
4 City Staff
