SUBJECT: 14th Street Pedestrian Bridge Supplemental Agreement with the
Georgia Department of Transportation
INITIATED BY: Planning Department
Recommendation: Approval is requested to enter into a supplemental agreement
with the Georgia Department of Transportation (GDOT) and amend the contract for
the 14th Street Pedestrian Bridge (P.I.0009401), with Scott Bridge, Inc., to
reconstruct the approach to the bridge.
Background: Under Resolution 128-09 and 35-11, the City entered into
agreements with GDOT to accept American Recovery and Redevelopment Act Funds
and L230 Funds in the amount of $5,250,445.00 to develop the 14th Street Bridge
into a full pedestrian bridge. A Supplemental Agreement (#2) from GDOT was
approved by Resolution 43-13 on February 5, 2013 in the amount of $971,390.00
to reconstruct the approach to the bridge. Additional funds in the amount of
$95,221.90 was requested by Change Order #1 after receiving Supplemental
Agreement #2 from GDOT, therefore the additional funds was not added to the new
contract.
Analysis: The additional construction work and cost is associated with the
redesigned of pier construction along with changes to bridge deck overhangs,
bridge railings, lighting, etc.
Financial Considerations: GDOT has agreed to fund an additional $76,178.00 for
this project. A local match of $19,044.00 or 20 percent will be required,
bringing the total contract price to $95,221.90. Funds are available under the
city's Paving Fund CIP.
Projected Annual Fiscal Impact Statement: Upon completion of this work, only
general maintenance should be required over the next five to ten year period.
Most maintenance items should be limited to general cleaning, painting,
replacement of pavers in the bridge, and trash removal. The annual projected
cost for this maintenance is $10,000.00.
Legal Considerations: The City Attorney has reviewed and approved the
supplemental contract.
Recommendations/ Actions: Approval is requested for the City Manager to enter
into a supplemental agreement with the Georgia Department of Transportation and
to amend the contract for the 14th Street Pedestrian Bridge (P.I. 0009401),
with Scott Bridge, Inc.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN SUPPLEMENTAL
AGREEMENT WITH THE GEORGIA DEPARTMENT OF TRANSPORTATION (GDOT) AND TO AMEND THE
CONTRACT FOR THE 14TH STREET PEDESTRIAN BRIDGE (P.I. 0009401), WITH SCOTT
BRIDGE, INC.
WHEREAS, Resolution 128-09 and Resolution 35-11 authorized the City Manager to
enter into agreements with the Georgia Department of Transportation with the
initial cost of $5,250,445.00 for construction utilizing American Recovery and
Redevelopment Act Funds and L230 funds. A Supplemental Agreement (#2) from
GDOT was approved by Council on February 5, 2013 by Resolution 43-13 in the
amount of $971,390.00 for construction of the approach to the bridge; and,
WHEREAS, The Georgia Department of Transportation has authorized a Supplemental
Agreement (#3) and change order to provide additional state funds in the amount
of $76,178.00 to complete this project, with a required local match of
$19,044.00 or twenty percent for a total of $95,221,90, making the grand total
for this project $6,317,056.90; and,
WHEREAS, Scott Bridge, Inc., is the construction contractor for the 14th Street
Pedestrian Bridge; and,
WHEREAS, additional construction work and cost is associated with the
redesigned pier construction along with changes to bridge deck overhangs,
bridge railings, lighting, etc.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to enter into an
Supplemental Agreement (#3) and Change Order #1 to amend the contract with the
Georgia Department of Transportation for the 14th Street Pedestrian Bridge in
the amount of $76,178.00 with a required local match of $19,044.00, or twenty
percent for a total of $95,221.90, making a grand total of $6,317,056.90 for
the project as established by the Council.
