MINUTES # 32-09
The Columbus, Georgia, Board of Tax Assessors met Monday, August 31, 2009 at
9:00AM with, Assessor Lawton Grantham, Assessor Richard Stallings, Assessor Ann
Grantham and Assessor Pat Hunter present. Also present was Chief Appraiser
Betty J. Middleton. Chairman William Braxton was absent
Assessor Pat Hunter made the motion to approve Min#31-09; Assessor Ann Grantham
seconded the motion. Motion carried unanimously.
Assessor Ann Grantham made the motion to excuse Chairman William Braxton;
Assessor Pat Hunter seconded the motion, motion carried.
The Board signed assessment corrections for real estate.
Met with Mr. White regarding his personal property accounts 06531101, 05803301,
05121801 and B1065601. Mr. White explained that regarding account 06531101 he
originally opened this business with a partner; he sold out to the partner in
December 2003; however, he leased the alcohol license until 2007 when the
business was released to someone else. After discussion decision was delayed
until taxpayer furnishes requested documentation for account number 06531101.
He furnished documentation that account number 05803301 was dissolved during
2002. He said the business relating to account number 05121801 also closed in
2002. No dispute on account number B1065601. After discussion the Board took no
action on account numbers 05121801 and B1065601. Assessor Ann Grantham made a
motion to remove the value for 2003 and 2004 for account number 05803301
provided he closed the business license; Assessor Richard Stallings seconded
the motion; motion carried.
Met with Mrs. Connelly regarding the valuation of her property located at 5041
Montego Dr (Parcel ID 101 005 008). Mrs. Connelly stated she paid $138,000 in
2007 for her home. She said after purchasing the property she had to replace
the roof and repair some plumbing problems. The fair market value changed for
the year 2008 and an Official Tax Matter Notices was mailed to Mrs. Connelly,
but no appeal was filed. Mrs. Connelly explained she did not file an appeal,
because of so many personal problems at that time. The Board advised Mrs.
Connelly to make a tax return between January 1 and April 1, 2010. The Board
took no action for 2009.

Met with Commercial Division Manager Linda King, reviewed and approved the
following:

Com Div Mgr Linda King explained to the Board that she is almost finished with
the values for Ashley Station and asked the Board when she finishes by
mid-week, could she meet with them for their approval. The Board agreed to meet
with Com Div Mgr Linda King.
Assessor Lawton Grantham apprised the Board of a meeting he and Com Div Mgr
Linda King attended with the Chamber of Commerce and their reaction to the
contributions made by the Board and its staff for the working tool they have in
place. After the meeting Com Div Mgr Linda King discussed the needs of the
Board of Tax Assessors with some representatives of the Development Authority.
The Board requested Com Div Mgr Linda King to prepare a formal request from the
Board of Tax Assessors to the Development Authority for what is needed.
Met with Personal Property Division Manager Oliver Juhan, reviewed and approved
the following:

Assessment Correction: 2(-)
Assessor Ann Grantham made a motion to grant tax exempt status for parcel ID
099 017 001; Assessor Pat Hunter seconded the motion; motion carried.
Decision regarding requests for non-taxability for multiple parcels delayed
until opinion from the City Attorney is obtained.
The Board received requests for non-taxability for PID 004 002 003 and 005 018
001. The Board took no action since they were not timely filed.
