SUBJECT: Fiscal Year 2008 Homeland Security Grant Program

Recommendation: Approval is requested to submit an application, and if
approved, accept a $15,500 grant, or that approved amount, from the Georgia
Emergency Management Agency for the Department of Homeland Security Fiscal Year
2008 Homeland Security Grant Program/State Homeland Security Program for the
Muscogee County Sheriff's Office Explosive Detection Canine Program.
Background: Funds have been allocated to the State of Georgia to prevent,
protect against, respond to, and recover from terrorist attacks, major
disasters, and other emergencies in accordance with the goals and objectives of
the State Strategic Plan. Muscogee County is eligible for $15,500.
Analysis: The funds will be used to enhance the Muscogee County Sheriff?s
Office Explosive Detection Canine Program.
Financial Considerations: The grant is for $15,500, or the amount approved,
with no matching funds. The funds will be used to provide equipment to the
Explosive Detection Canine Program.
Legal Considerations: The Columbus Consolidated Government has been notified
of its eligibility to receive the funds.
Recommendations/ Actions: Authorize to submit an application and, if
approved, accept a grant from the Georgia Emergency Management Agency for the
Department of Homeland Security Fiscal Year 2008 Homeland Security Grant
Program/State Homeland Security Grant Program.

A RESOLUTION AUTHORIZING TO SUBMIT AN APPLICATION AND, IF AWARDED, ACCEPT A
$15,500 GRANT FROM THE GEORGIA EMERGENCY MANAGEMENT AGENCY FOR THE MUSCOGEE
COUNTY SHERIFF?S OFFICE TO PURCHASE EQUIPMENT FOR THE EXPLOSIVE DETECTION
CANINE PROGRAM AND AMEND THE MULTI-GOVERNMENTAL FUND BY THE AMOUNT AWARDED.
WHEREAS, the grant period runs from September 1, 2008 to August 31, 2010.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to submit and, if approved, accept a
$15,500 grant from the Georgia Emergency Management Agency for the Department
of Homeland Security Fiscal Year 2008 Homeland Security Grant Program/State
Homeland Security Program for the Muscogee County Sheriff's Office Explosive
Detection Canine Program to purchase equipment for the Explosive Detection
Canine Program and amend the Multi-Governmental Fund by the amount awarded.
