SUBJECT: Edward Byrne Memorial Justice Assistance Grant



INITIATED BY: Chief Superior Court Judge







Recommendation: Approval is requested to submit an application and, if

approved, accept a $265,755 Edward Byrne Memorial Justice Assistance Grant

administered by the Georgia Criminal Justice Coordinating Council from funds

provided by the American Recovery and Reinvestment Act (ARRA) of 2009, and to

amend the Multi-Governmental Fund by the amount of the award.



Background: This grant provides funds to support a broad range of activities

to prevent and control crime based on local needs and conditions. These include

local initiatives, technical assistance, training, personnel, equipment,

supplies, contractual support, information systems, and research and evaluation

activities.



Analysis: The Columbus Consolidated Government is eligible for funding under

this grant. The seven areas eligible for funding include: law enforcement,

prosecution and courts, prevention and education, corrections and community

corrections, drug treatment and enforcement, planning, evaluation and

technology improvement and crime victim witness.



Financial Considerations: This program does not require a local match and does

not create an obligation for the city government to continue funding for any

personnel positions created under this grant. Funding for agencies not part of

the Columbus Consolidated Government will be provided by the individual

agencies. These include: the Community Center ? Marshal Jr. High School

($32,893), Project Rebound ($30,000) and Muscogee County School District ?

Truancy Prevention Program ($10,000). These agencies will expend their funds

and send their request for reimbursement to the fiscal agent through the

Columbus Consolidated Government.



Legal Considerations: A resolution from the City Council authorizing the City

Manager to apply for, and if approved accept funds from the Edward Byrne

Memorial Justice Assistance Grant.



Recommendations/ Actions: Approve a resolution authorizing the Columbus

Consolidated Government to submit an application for, and if awarded, accept

funding from the Edward Byrne Memorial Justice Assistance Grant.

A RESOLUTION AUTHORIZING THE COLUMBUS CONSOLIDATED GOVERNMENT , TO SUBMIT AN

APPLICATION, AND IF AWARDED, ACCEPT A $265,755 EDWARD BYRNE MEMORIAL JUSTICE

ASSISTANCE GRANT (JAG) ADMINISTERED BY THE GEORGIA CRIMINAL JUSTICE

COORDINATING COUNCIL FROM FUNDS PROVIDED BY THE AMERICAN RECOVERY AND

REINVESTMENT ACT (AARA) OF 2009 AND AMEND THE MULTI-GOVERNMENTAL FUND BY THE

AMOUNT OF THE AWARD.

WHEREAS, funds for the Edward Byrne Memorial Justice Assistance Grant (JAG) are

provided through the American Recovery and Reinvestment Act (ARRA) of 2009

which is an Act of Congress enacted by the 11th United Sates Congress and

signed into law by President Obama on February 17, 2009; and,

WHEREAS, the grant provides funds to support a broad range of activities to

prevent and control crime based on local needs and conditions. These include

local initiatives, technical assistance, training, personnel, equipment,

supplies, contractual support, information systems, research and evaluation

activities; and,

WHEREAS, an award of $500,000 was allocated to the Chattahoochee Judicial

Circuit and a recommendation was made by the Unified Planning Committee to

award $265,755 to the Columbus Consolidated Government.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

(1)

That the City Manager is hereby authorized to submit an application and

if approved accept a Edward Byrne Memorial Justice Assistance Grant (JAG) for

$265,755; and,



(2)

That the City Manager is authorized to execute contracts and other

necessary documents if awarded funding under this grant and amend the

Mulit-Governmental Fund by the award amount; and,



(3)

That the grant application under this resolution shall only be for

those projects that are funded 100 percent by these federal or state programs.
