SUBJECT: FY17 Multimodal Safety and Access Program Grant
INITIATED: Engineering
Recommendation: Approval is requested to give authorization to River Valley
Regional Commission (RVRC) to apply for a Georgia DOT grant for multi-modal
safety and access improvements along 13th Avenue (Spur 22) in the amount of
$100,000 and authorize City staff to proceed with all requirements for
implementation of the grant and provide a 30% match.
Background: As part of the Minimum Grid initiative, Midtown Inc. has requested
additional sidewalks, ADA ramps and pedestrian crossings including signal
upgrades at various locations on 13th Avenue and Warren Williams road. GDOT is
offering a multimodal grant for safety and access improvements along state
routes. Application for the grant must be made be through the Regional
Commission and implemented by the Local Government.
Analysis: The grant focuses on connection and safety improvements of existing
facilities for biking and walking.
Financial Considerations: There is a 30% local match requirement, which is
budgeted in the CIP LOST ROAD Infrastructure.
Projected Annual Fiscal Impact Statement: The City will be responsible for
maintenance after the installation.
Legal Considerations: All grants require authorized by Council.

A RESOLUTION AUTHORIZING THE RIVER VALLEY REGIONAL COMMISSION (RVRC) TO APPLY
FOR THE FY 17 GRANT FROM THE GEORGIA DEPARTMENT OF TRANSPORTATION FOR
MULTIMODAL SAFETY AND ACCESS PROGRAM FOR IMPROVEMENTS ALONG 13TH AVENUE (SPUR
22) IN THE AMOUNT OF $100,000 AND AUTHORIZE STAFF TO PROCEED WITH ALL
REQUIREMENTS FOR IMPLEMENTATION OF THE GRANT AND PROVIDE THE 30% LOCAL MATCH
FROM THE LOST ROAD INFRASTRUCTURE SIDEWALK BUDGET.
WHEREAS, as part of the Minimum Grid Demonstration Project, Midtown Inc. has
requested additional sidewalks, ADA ramps, and pedestrian crossings be provided
at various locations along 13th Avenue (Spur 22) and Warren Williams Road;
and,
WHEREAS, the Georgia Department of Transportation (GDOT) is offering a grant
for connection and safety improvements of existing facilities for biking and
walking on State routes; and,
WHEREAS, the application for the grant must be made through the River Valley
Regional Commission and implemented by the Local Government with a 30% match
requirement.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That a request is made for the RVRC apply for the FY 17 Multimodal and Access
Safety Grant through the GDOT, authorize City staff to proceed with all
requirements for implementation and provide for the 30% match as budgeted in
the LOST ROAD Infrastructure Sidewalk Capital Improvement Program.
