SUBJECT: Georgia Association of Chiefs of Police Grant
INITIATED BY: Columbus Police Department
Recommendation: Approval is requested to enter into an MOU to apply for, and if
approved, accept funds from the Georgia Association of Chiefs of Police for the
Columbus Police Department and to amend the Multi-Governmental Fund by the
amount of the grant awarded. The grant amount requested is $25,000.00, or as
otherwise awarded, with no local match, and will be used for the purchase of
Mobile Data computers for Police cruisers.
Background: The Georgia Association of Chiefs of Police (GACP) is administering
a reimbursement grant program aimed at supporting the usage and expansion of
the Georgia Electronic Accident Reporting System (GEARS). The purpose of this
grant is to replace older computers in police vehicles that are routinely
involved in traffic enforcement and the investigation of traffic crashes with
new, more capable, computers. This is being done I order to support and
advance the usage of GEARS as the preferred method of reporting traffic crash
data in the State of Georgia.
Analysis: The acceptance of this grant and the subsequent purchase of the
described computers will aid in the Police Department?s continuing effort to
main its Patrol fleet with modern and effective computing equipment.
Financial Considerations: The grant amount requested is $25,000.00 for the
Police Department. The City is not required to provide matching funds to
participate in this grant.
Legal Considerations: The Chief of Police will be authorize to enter into a
Memorandum of Understanding the GACP, which will require that these terminals
be purchased, installed, and operational by July 31, 2017 and to submit crash
date electronically to GDOT via GEARS through LexisNexis Inc.

A RESOLUTION AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE, BEING THE CHIEF OF
POLICE, TO ENTER INTO AN MOU TO APPLY FOR AND ACCEPT, IF AWARDED, A GRANT FROM
THE GEORGIA ASSOCIATION OF CHIEFS OF POLICE IN THE AMOUNT OF $25,000.00, OR AS
OTHERWISE AWARDED, WITH NO LOCAL MATCH REQUIRED, FOR THE PURCHASE OF MOBILE
DATA TERMINALS FOR POLICE CRUISERS, AND TO AMEND THE MULTI-GOVERNMENTAL FUND BY
THE AMOUNT OF THE AWARD.
WHEREAS, the Georgia Association of Chiefs of Police (GACP) is administering a
reimbursement grant program from the Governor?s Office of Highway Safety aimed
at supporting the use and expansion of the Georgia Electronic Accident
Reporting System (G.E.A.R.S.) through the purchase and installation of mobile
data terminals in police cruisers; and,
WHEREAS, the Columbus Police Department has qualified for this grant and wishes
to take advantage of it by acquiring approximately nine new MDT?s to be
purchased as part of an existing vendor contract through the I.T. Department;
and,
WHEREAS, The mobile data terminals must be installed and operational by July
31, 2017 in order to qualify for reimbursement by GACP.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is authorized to accept the GACP reimbursement grant in
the amount of $25,000.00, or as otherwise awarded, with no local match
required, and amend the Multi-Governmental Fund by the amount of the award, and
purchase the additional mobile data terminals using the existing contract.
