SUBJECT: Juvenile Justice Delinquency and Prevention Family Drug

Court Implementation Grant



INITIATED BY: Juvenile Court



Recommendation: Approval is requested to submit a grant application and if

awarded, accept funds up to $600,000 from the Office of Juvenile Justice

Delinquency and Prevention for the operation of a Muscogee County Family Drug

Court with a 25% in-kind match requirement to be fulfilled by existing budgeted

expenditures of the Juvenile Court and amend the Multi-Governmental Fund by the

amount of the grant award. The grant period is from October 1, 2016 to

September 30, 2019.



Background: Funds have been appropriated to the Office of Juvenile Justice

Delinquency and Prevention for the purpose of providing grants for the

implementation of Family Drug Courts to provide treatment services, case

management and judicial oversight to families who are subject to a dependency

removal order due to parental substance abuse issues.



Analysis: Muscogee County Juvenile Court is requesting funds to implement a

Family Drug Court in Muscogee County to provide treatment services to families

who have dependency proceedings in the Juvenile Court of Muscogee County due to

parental substance abuse.



Financial Considerations: A 25% in-kind match requirement is to be fulfilled by

existing budgeted expenditures of the Juvenile Court.



Projected Annual Fiscal Impact Statement: There will be no additional expenses.



Legal Considerations: The Columbus Consolidated Government is eligible to apply

for funds up to $600,000 from the Office of Juvenile Justice Delinquency and

Prevention.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION TO

OFFICE OF JUVENILE JUSTICE DELINQUENCY AND PREVENTION IN AN AMOUNT UP TO

$600,000 WITH A 25% IN-KIND MATCH REQUIREMENT TO BE FULFILLED BY EXISTING

BUDGETED EXPENDITURES OF THE JUVENILE COURT FOR IMPLEMENTATION OF A FAMILY DRUG

COURT PROGRAM, AND IF AWARDED, AMENDED THE MULTI-GOVERNMENTAL FUND BY THE

AMOUNT OF THE GRANT AWARD. THE GRANT PERIOD IS FROM OCTOBER 1, 2016 THROUGH

SEPTEMEBR 30, 2019.



WHEREAS, funds in the amount of up to $600,000 have been made available

from the Office of Juvenile Justice Delinquency and Prevention for the

implementation of a Family Drug Court from October 1, 2016 to September 30,

2019; and,



WHEREAS, the funds are being made available to implement a Family Drug Court

Program to provide treatment, case management and judicial oversight of

families involved in dependency proceedings in the Juvenile Court due to

parental substance abuse; and,



WHEREAS, a 25% in-kind match requirement is to be fulfilled by existing

budgeted expenditures of the Juvenile Court.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES:



That the City Manager is hereby authorized to submit an application for a

grant to the Office of Juvenile Justice Delinquency and Prevention for the

implementation of a Family Drug Court from October 1, 2016 to September 30,

2019 for up to $600,000 and to amend the Multi-Governmental Fund by the amount

of the grant award.
