SUBJECT: Commodities Distribution Plan
INITIATED BY: Riley Land, Deputy Director, Emergency Management Division, CFEMS
Recommendation: Approval is requested to adopt the Commodities Distribution
Plan as a valid and recognized emergency plan for the Columbus Consolidated
Government, City of Columbus, GA.
Background: The Georgia Emergency Management Agency with the concurrence of
the Federal Emergency Management Agency recommends to all local jurisdictions
to prepare, publish, adopt and distribute emergency plans so that local
governments will be better prepared to provide necessary emergency services and
assistance to it's citizens in the event of emergency or disaster.
Analysis: This plan meets the requirement of maintaining the City of Columbus
for state disaster reimbursement funding as well as maintaining eligibility for
grants. It provides for the efficient and effective distribution of
commodities such as bottled water, ice, meals ready to eat and other
commodities as needed or available through "points of distribution throughout
the jurisdiction."
Financial Considerations: There is no cost to the City of Columbus for
adopting this plan as a valid and recognized plan for Columbus.
Projected Annual Fiscal Impact Statement: There is no cost associated with the
plan for the projected future.
Legal Considerations: This plan has been reviewed by the City Attorney.
Recommendations/ Actions: Approve the resolution authorizing the Mayor to adopt
the Commodities Distribution Plan as a valid and recognized emergency plan for
the Columbus Consolidated Government, City of Columbus, GA.
A RESOLUTION

WHEREAS, the State of Georgia and the City of Columbus are vulnerable to a wide
range of natural and man-made disasters and local jurisdictions are required by
the Federal Emergency Management Agency and The Georgia Emergency Management
Agency to make certain and specific plans to address local hazards and threats;
and,
WHEREAS, the purpose of the Commodities Distribution Plan is to insure the
smooth coordination of receipt and re-distribution of specific commodities to
the citizens of Columbus, Georgia following a major disaster within this
jurisdiction. Commodities are bottled water, ice, meals ready to eat and other
items determined by need at that time; and,
WHEREAS, the Commodities Distribution Plan is complete and has been reviewed by
the necessary departments and entities within the Columbus Consolidated
Government and upon adoption of resolution by Council, it will be placed in the
comprehensive emergency management plans package for activation when needed.
This is accomplished by establishing predetermined points of distribution
(PODS) within the jurisdiction to which commodities will be delivered from
federal staging areas; and,
WHEREAS, the completion and approval of the Commodities Distribution Plan
required by the Georgia Emergency Management Agency for the Columbus
Consolidated Government to be eligible for state disaster reimbursement funds
and assistance in the event of a federally declared emergency or disaster; and,
WHEREAS, the Commodities Distribution Plan must be adopted by the Council of
Columbus, Georgia to be valid and in effect.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES:
That the Mayor is hereby authorized to adopt the Commodities
Distribution Plan as a valid and recognized plan for the Columbus Consolidated
Government, City of Columbus and a copy of this resolution will be forwarded to
the Georgia Emergency Management Agency by the Emergency Management Division of
the Columbus Fire and Emergency Management Agency to signify this act.
Introduced at a regular meeting of the Council of Columbus, Georgia,
held on the _____ day of ________, 2012 and adopted at said meeting by the
affirmative vote of _______ members of Council.
