MINUTES # 32-07
The Columbus, Georgia, Board of Tax Assessors met Monday, August 13, 2007 at
9:00AM with Chairman William Braxton, Assessors Lawton Grantham, Richard
Stallings, Ann Grantham and Pat Hunter present. Also present was Chief
Appraiser Betty J. Middleton.
Assessor Ann Grantham made the motion to approve Min#31-07; Assessor Richard
Stallings seconded the motion; motion carried unanimously.
The Board signed assessment corrections for real estate.
The Board approved a veteran exemption for parcel ID 068 050 001 119 for 2007.
The Board also approved conservation use values for the year 2007 and an
application of renewal for conservation use assessment of agricultural
property for parcel ID 194 002 004 for 2007.
The Board approved the continuation of tax exempt status for Parcel ID 009 005
002.
Met with Mr. Shay Austin and Mr. Ralph Austin regarding the valuation of
parcel ID 181 003 002. Mr. Shay Austin stated he purchased the house from an
estate and our valuation is greater than his purchase price. Mr. Austin said
after he purchased the property, he removed the screen on the porch and
replaced it with glass and did some updating on the interior. The Board told
Mr. Austin that his property was field reviewed and revalued for the tax year
2006; he was notified by an Official Tax Notice and according to Georgia Code
his appeal rights are lost since he did not appeal. Therefore; the Board took
no action.
Met with Residential Division Manager Bob O?Brien, discussed two map splits.
One map split was where we could not recognize a plat because of inadequate
deeds; the other split was concerning an ingress and regress easement.

Met with Personal Property Division Manager Oliver Juhan, reviewed and approved
the following:

Assessment Corrections: 11(-)
NOD Freeport Applications: 2 (% Approved)
After receiving the fire report and field review for personal property account
# 06382301, Assessor Lawton Grantham made the motion to reduce the fair market
value to $6,500 for all years involved, since the original mandatory value was
erroneously assessed. Assessor Pat Hunter seconded the motion, motion carried.
