SUBJECT: J.R. Allen Parkway / US 80 Corridor Study
INITIATED BY: Planning Department
Recommendation: Approval is requested to enter into a contractual
agreement with the Georgia Department of Transportation (GDOT) to accept
Federal/State Transportation Planning Funds to conduct a study of the J.R.
Allen Parkway / US 80 Corridor.
Background: The purpose of this study is to determine if an additional
lane is needed in both directions and examine the interchanges to see if they
warrant any improvements. J.R. Allen / US 80 is a major east - west corridor
that averages 60,000 vehicle trips per day in some locations.
Analysis: The completion of this study will determine where
improvements are needed and an estimated cost of the improvements.
Financial Considerations: Cost of the study is $200,000.00 ($160,000 - 80%
Federal) and will be funded through the use of Federal/State Transportation
Planning funds allocated to the Columbus-Phenix City Transportation Study
(C-PCTS). These funds require a 20% match of $40,000.00 and is funded from the
OLOST Infrastructure Roads account.
Projected Annual Fiscal Impact Statement: The study will determine future
improvements to the J.R. Allen Parkway / US 80 corridor. Costs associated with
this project will be determined at a later date.
Legal Considerations: The City Attorney has approved this action.
Recommendations/Actions: Approve the resolution authorizing the City Manager
to enter into a contractual agreement with the Georgia Department of
Transportation to accept the Federal/State Transportation Planning Funds to
conduct a study on J.R. Allen Parkway / US 80.

A RESOLUTION AUTHORIZING THE CITY MANAGER OF COLUMBUS, GEORGIA TO ENTER INTO A
CONTRACTUAL AGREEMENT WITH THE GEORGIA DEPARTMENT OF TRANSPORTATION TO CONDUCT
A TRANSPORTATION STUDY OF J.R. ALLEN PARKWAY / US 80 CORRIDOR.
WHEREAS, a study will be conducted to determine if an additional lane is needed
in both directions and examine the interchanges to see if they warrant any
improvements. J.R. Allen Parkway / US 80 is a major east - west corridor that
averages 60,000 vehicle trips per day in some locations; and,
WHEREAS, the Georgia Department of Transportation has authorized Federal /
State Transportation Planning funding for the J.R. Allen Parkway / US 80
Corridor Study in the amount of $160,000.00, which requires a local match of
twenty (20%) percent; and,
WHEREAS, the local match of $40,000.00 will be funded from the OLOST
Infrastructure Roads account.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to enter into a contractual
agreement with the Georgia Department of Transportation to conduct a
transportation study on the J.R. Allen Parkway / US 80 in the amount of
$200,000.00 and will be funded through the use of Transportation Planning Funds
($160,000.00 - 80%), which requires a twenty percent (20%) match ($40,000.00).
The 20% match has been identified in the OLOST Infrastructure Roads account.
