SUBJECT: Allocation of CDBG funding to Access 2 Independence a Home
Access Program
INITIATED BY: Community Reinvestment
Recommendation: Approval is requested to enter into a CDBG Written Agreement,
between the Columbus Consolidated Government and Access 2 Independence to award
Community Development Block Grant (CDBG) funds in the amount of $80,000 to
administer Home Access Program to assist disabled persons with accessibility
modifications to their homes.
Background: The City of Columbus and Access 2 Independence has formed a
strategic partnership to provide accessibility modifications on homes occupied
by disabled persons. The Home Access Program is designed to improve the living
conditions of disabled residents by installing ramps, grab bars, widening
doorways, modifying showers, etc. The grant provided to the resident will be in
the amount up to $5,000 per home. We anticipate assisting approximately 14
disabled persons with this program.
Analysis: The Home Access Program will be based on a referral list for
disabled residents who are low-income (80% or below AMI). The program will
provide the resident with the required improvements to their homes such as
ramps, grab bars the widening of doorways, and the modifications to
bathtubs/showers with an amount up to $5,000 per house. Through this
partnership, Access 2 Independence will assist approximately 14 disabled
residents.
Financial Considerations: The City will provide $80,000 in CDBG funds to carry
out the program.
Legal Considerations: The City Attorney will review and approve the proposed
CDBG Written Agreement prior to obtaining signatures on the document.
Recommendations: Approve a resolution authorizing the City Manager to enter
into a CDBG Written Agreement, between the Columbus Consolidated Government and
Access 2 Independence to award $80,000 for a Home Access Program.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A WRITTEN AGREEMENT
WITH ACCESS 2 INDEPENDENCE IN THE AMOUNT OF $80,000 OF COMMUNITY DEVELOPMENT
BLOCK GRANT (CDBG) FUNDS TO ADMINISTER A HOME ACCESS PROGRAM TO INSTALL
MODIFICATIONS TO THE HOMES OF INCOME ELIGIBLE DISABLED RESIDENTS.
WHEREAS, Access 2 Independence aims to provide members of the disabled
community with services, support, and advocacy, to empower them to participate
in the community and live independently; and,
WHEREAS, the City of Columbus finds it necessary fund a Home Access Program for
disabled residents; and,
WHEREAS, Access 2 Independence has agreed to administer the Home Access Program
to assist disabled residents with modifications to their homes; and,
WHEREAS, the City of Columbus will provide $80,000 in Community Development
Block Grant (CDBG) funds towards this program; and,
WHEREAS, Access 2 Independence has agreed to install modifications to the homes
of approximately 14 disabled residents throughout Columbus.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to enter into a written agreement
with Access 2 Independence to utilize $80,000 in CDBG funds for the
administration of the Home Access Program and to install modifications on the
homes of approximately 14 income-eligible disabled residents.
