SUBJECT: Hazardous Devices Response Team - FY14 Other Local Option Sales Tax
Capital Request
INITIATED BY: Muscogee County Sheriff?s Office
Recommendation: Approve a resolution allocating $30,766 of the FY14
Budget-Other Local Option Sales Tax Capital Reserve to the Muscogee County
Sheriff?s Office for the Hazardous Devices Response Team to fund a portion of
the upgrades needed for the Remotec F6A bomb robot.
Background: The FY14 Budget for the Other Local Option Sales Tax was approved
on June 18, 2013, and included $3,756,674 for a Capital Reserve. To date, this
fiscal year, $225,956 has been approved for the replacement of MCP?s washers
and dryers, $400,000 for renovations to the Police Department storage facility,
$45,000 for replacement of the Fire Department?s computer, and $63,520 for
training and equipment for the Fire Department. The capital reserve balance is
$3,022,198. Council has approved a grant awarded to the Muscogee County
Sheriff?s Office to fund $79,000 towards the upgrade of the Remotec F6A robot.
The total cost of the upgrade is $109,766. The Hazardous Devices Response Team
is requesting the balance, $30,766, to fully upgrade the current unit. The
upgrade would convert the F6A model to the newer F6B model.
Analysis: The FY14 OLOST Capital Reserve is maintained for fund balance
reserve and can be utilized for required capital with the approval of council.
Financial Considerations: The request is made for the Hazardous Devices
Response Team to supplement grant funding to fully upgrade a ten year old
robot, instead of purchasing a new model at a substantially higher cost.
Projected Annual Fiscal Impact Statement: No annual fiscal impact.
Legal Considerations: Council approval is required for allocation of Other
LOST capital reserve.
Recommendations/Actions: Approve a resolution allocating $30,766 of the FY14

Sheriff?s Office for the Hazardous Devices Response Team to fund a portion of

WHEREAS, Columbus Council approved the FY14 Operating Budget on June 18, 2013;
and,
WHEREAS, the FY14 Other Local Option Sales Tax Capital Reserve was
established at $3,756,674; and,
WHEREAS, the FY14 Other Local Option Sales Tax Capital Reserve balance is
$3,022,198.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES:
That the Muscogee County Sheriff?s Office is hereby appropriated $30,766 for a
portion of the upgrades needed for the Hazardous Devices Response Team?s
Remotec F6A bomb robot.
