I. AMNESTY MONTH FOR INTEREST AND PENALTY ON DEMOLITION LIENS:
Approval is requested to designate September 2018 as Amnesty Month for Interest
and Penalty on Demolition Liens. An Amnesty Month is a limited opportunity for
Columbus citizens to pay past due demolition liens with the waiver of interest
and penalty. It allows for the potential to help citizens or heirs to these
properties who have liens in excess of the property value. Removing liens from
the property will allow for the property to potentially return to the tax roll
or be sold for infill development. To take advantage of Amnesty Month, the
principal amount of the demolition lien must be paid and all other city liens
including property tax liens on the property must be satisfied and cancelled of
record.
II. GEORGIA POWER LAYDOWN LEASE AGREEMENT - 3321 BUENA VISTA ROAD:
Approval is requested to enter into a lease agreement with the Georgia Power
Company (GPC) for a laydown lease agreement at 3321 Buena Vista Road. GPC has
plans to work on the Bull Creek Substation which is located adjacent to 3321
Buena Vista Road, a parcel owned by the city. GPC would need access to the site
as soon as possible and continued access through the end of January 2019. The
site will be used to store cranes, bucket trucks, materials, etc. while working
on the substation and a fence would be installed to protect the GPC
construction equipment/materials. The fence would be removed once the
substation project and restoration efforts are complete.
III. FY19 PUBLIC DEFENDER CONTRACT:
Approval is requested to enter into an agreement for Indigent Defense Services
between Circuit Public Defender Office of the Chattahoochee Judicial Circuit
and Muscogee County in the amount of $2,121,625 from July 2018 to June 2019 and
authorize payment to Georgia Public Defender Standards Council (GPDSC) for
$1,522,421 and for $76,121, 5% administrative fee (GPDSC payment is included in
the total amount of $2,121,594); authorize the Mayor and/or City Manager to
have signature authority.

1. Dial-a-Ride Buses (Annual Contract) ? RFB No. 18-0061
Scope of Bid
Provide Dial-A-Ride para-transit buses to be used by the METRA Department of
Transportation.
The buses will be 26-foot low floor medium duty buses and clean diesel. The
buses will be used by METRA to provide ADA Complementary Paratransit Service to
eligible persons with disabilities who are, because of their disability, unable
to board, ride or disembark from an accessible vehicle in METRA's regular bus
service. Service is provided with special lift-equipped buses on a
curb-to-curb, shared ride basis.
The contract term will be for one (1) years, with the option to renew for two
additional twelve-month periods.

Scope of Bid
Provide, repair and maintain one (1) plotter printer and one (1) scanner, on a
rental basis, for the Engineering Department located in the Government Center
Annex. (CanoniPF9000S & Colotrac SmartLF Gx+ 42 or equivalent)
The minimum contract term shall be for sixty (60) months. The contract will be
automatically renewed (without the need for any further action) every 12 months
until the end of such 60-month term.
