SUBJECT: Veterans Court Accountability Court Grant for FY15



INITIATED BY: Superior Court





Recommendation: Approval is requested for the City Manager to submit a grant

application and if approved, accept funds from the Criminal Justice

Coordinating Council in the amount of $60,312, or as otherwise awarded, with a

projected 10% local match of $6,701 required, for the operation of the Muscogee

County Veterans Court and amend the Multi-Governmental Fund by the amount of

the grant award. The grant period is from July 1, 2014 to June 30, 2015.



Background: During the legislative session, Governor Nathan Deal and the

Georgia General Assembly appropriated funds to the Criminal Justice

Coordinating Council to provide support for Accountability Courts throughout

the State.



Analysis: The Muscogee County Veterans Court is requesting funds to provide

residential treatment, transportation services, clinical assessment, program

evaluation, drug testing, and surveillance for veterans in court system who

have special needs related to veterans? issues and would otherwise not receive

these services.



Financial Considerations: The City is required to provide 10% matching funds,

projected to be $6,701 for FY15, to participate in this grant program.



Projected Annual Fiscal Impact Statement: There will be no additional

expenditures or requirements.



Legal Considerations: The Columbus Consolidated Government is eligible to

apply for these funds from the Criminal Justice Coordinating Council.



Recommendations/ Actions: Authorize the City Manager to submit an application

and if approved accept a grant from Accountability Court Funding Committee of

the Criminal Justice Coordinating Council for operation of Muscogee County

Veterans Court from July 1, 2014 to June 30, 2016 and to amend

Multi-Governmental Fund by amount of the grant award plus 10% cash match.

A RESOLUTION AUTHORIZING TO SUBMIT AN APPLICATION TO THE ACCOUNTABILITY COURT

FUNDING COMMITTEE FOR A GRANT IN THE AMOUNT OF $60,312, OR AS OTHERWISE

AWARDED, WITH A 10% CASH MATCH REQUIREMENT PROJECTED IN THE AMOUNT OF $6,701,

TO FUND MUSCOGEE COUNTY VETERANS COURT FOR FY15, AND IF AWARDED, AMEND THE

MULTI-GOVERNMENTAL FUND BY THE AMOUNT OF THE GRANT AWARD PLUS THE LOCAL MATCH.

WHEREAS, funds have been made available from the Criminal Justice Coordinating

Council for the Muscogee County Veterans Court for Fiscal Year 2015; and,

WHEREAS, funds are being made available to provide support for operation of the

Muscogee County Veterans Court, presided over by Judge Smith; and,

WHEREAS, Accountability Court Funding Committee administers the awards provided

by the Criminal Justice Coordinating Council for Accountability Courts

throughout the State of Georgia.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to submit an application for a grant

to the Accountability Court Funding Committee to provide funding for Muscogee

County Veterans Court for FY2015, with a 10% local match requirement and to

amend the Multi-Governmental Fund by amount of the grant award and local

match.
