MINUTES # 03-11
The Columbus, Georgia, Board of Tax Assessors met Monday, January 31, 2011 at
9:00AM with Chairman Lawton Grantham, Assessor Ann Grantham, Assessor Derrick
Shields and Assessor Scott Boyce present. Also present was Chief Appraiser
Betty J. Middleton. Assessor Pat Hunter was absent.
The Board welcomed Scott Boyce as the new member of the Board of Tax Assessors.
Assessor Ann Grantham made the motion to approve Min#02-11. Assessor Derrick
Shields seconded the motion. Motion carried unanimously.
The Board reviewed and approved the following VA letters of application for VA
homestead exemptions for 2011:
Bell 088 033 019
Higson 100 034 004
Thompson 191 029 050
Tolbert 100 028 012
Met with Mrs. Fogle regarding homestead exemption value for PID 167 001 007.
Mrs. Fogle questioned why the homestead value did not decrease to the Board of
Equalization?s reduced value. The Board explained that the Constitutional
Amendment froze the value at Fair Market Value of the first year of applying
and receiving homestead exemption has no provision for lowering the frozen
value. Mrs. Fogle presented the Board with a log of events concerning her home
from purchase to present. The Board told Mrs. Fogle they would review what she
has given them, discuss the matter and notify her of their decision.
Met with Residential Division Manager Bob O?Brien to discuss the events leading
up to present on Mrs. Fogle?s property. The Board requested Res Div Mgr Bob
O?Brien to review the current market for Mrs. Fogle?s property and bring it
back on Feb 7, 2011.
Met with Commercial Division Manager Linda King, reviewed and approved the
following:

Com Div Mgr Linda King presented the request for non-taxability for PID 041 020
007, which was reviewed by staff. Assessor Ann Grantham made the motion to
grant tax exempt status for 2011; Assessor Derrick Shields seconded the motion,
motion carried.
Met with Personal Property Division Manager Oliver Juhan, reviewed and approved
the following:
Assessment Corrections: 2(-)
Pers Prop Div Mgr Oliver Juhan informed the Board that he would have the Hexion
project ready for their review on February 7, 2011 at the end of the regular
meeting. Also, he apprised the Board that the personal property tax returns
were mailed on January 28, 2011.
