SUBJECT: Department of Justice Bulletproof Vest Partnership

Recommendation: Approval is requested of an application for the acceptance of a

grant from the United States Department of Justice for the Columbus Police

Department, Muscogee County Sheriff?s Office, and Muscogee County Marshal?s

Office. The grant will reimburse up to 50% of the total cost of the vests.

Reimbursements will be utilized to purchase additional body armor.



Background: The Bulletproof Vest Partnership Grant of 1998 has been extended to

FY2007. The purpose of the program is to save the lives of law enforcement

officers by helping states, units of local governments, and tribal governments

equip law enforcement officers with armored vests. The application and

reimbursement process of this program is being done via the Internet. This is

a continuing grant from previous years.



Analysis: The program provides up to a 50% match of funds expended on body

armor. Funding will come from the approved FY2007 budget utilizing PA 02-0124

and/or asset forfeiture funds. The grant application requests approval to

purchase as estimated 166 vests @ $410.00 each. Locally, the grant will be

managed by the Police Department Office of Professional Standards. This is the

ninth year of participation in the program. The local jurisdiction application

must be revised annually.



Financial Considerations: The proposed resolution will authorize the acceptance

of up to $68,780 of Federal grant monies. In addition, the resolution will

authorize utilization of existing budget and/or forfeiture funds. No special

consideration for sole source bidding requirements is necessary as all approved

vendors in the Partnership Program are currently City approved vendors.

Reimbursement revenue received will be accounted for as revenue in Fund 216 and

will be used for purchasing additional body armor for the Police Department.

No additional impact on the General Fund will be incurred by accepting this

grant.



Legal Considerations: Approval of contacts will obligate the City to all

conditions of the grant award.



Recommendation/Action: Approve the application and receipt of funding from the

Department of Justice Bulletproof Vest Program.
