SUBJECT: Lease Agreement ? 810 Veterans ?The Dr. M. Delmar Edwards Black
History Museum, Inc.
INITIATED BY: Community Reinvestment
Recommendation: Approval is requested to enter into a lease agreement with The
Dr. M. Delmar Edwards Black History Museum, Inc. to lease 810 Veterans Parkway
for $1 per year for a period of ten (10) years.
Background: The City owns the vacant property located at 810 Veterans Parkway,
which was acquired in 2001 utilizing Community Development Block Grant (CDBG)
funding. The property was currently appraised for $23,400. Per the City
Charter, Chapter 5, Section 7-501 ? Sale and disposition of property, any sale
of real property shall be made only after the receipt of sealed bids and due
advertisement in newspaper, once a week for a period of (2) weeks preceding the
date the sale is to be made. Property can only be transferred to another
governmental entity, or if the property is not needed for public purposes and
has no appreciable monetary value. This property is not eligible to be donated
to the museum.
The Dr. Delmar Edwards Black History Museum, Inc. is in the process of
renovating and expanding the adjacent building located at 804 Veterans Parkway
for the relocation of the Black History Museum. They are requesting to lease
this property for their expansion to be used as a possible parking lot. The
lease would be for ten (10) years for $1 per year.
Analysis: The property is currently vacant, and the City has no current or
future plans for it. The Black History Museum will also be responsible for all
improvements, maintenance, and liability and property insurance.
Financial Considerations: There will be no cost burden to the City. The
tenant will be responsible for all improvements, maintenance and will be
required to maintain liability and property insurance.
Legal Considerations: Any lease agreement involving the City requires Council
approval.
Recommendations/ Actions: Approval is requested to enter a lease agreement
with The Dr. M. Delmar Edwards Black History Museum, Inc. to lease 810 Veterans
Parkway (Parcel # 019 017 022) for $1 per year for a period of ten (10) years.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A LEASE AGREEMENT WITH THE
DR. M. DELMAR EDWARDS BLACK HISTORY MUSEUM, INC. FOR $1 PER YEAR FOR A PERIOD
OF TEN (10) YEARS.
WHEREAS, the City owns the vacant property located at 810 Veterans
Parkway (Parcel # 019 017 022); and,
WHEREAS, the adjacent property located at 804 Veterans Parkway (019 017
025) is in the process of being renovated and expanded for the relocation of
the Black History Museum; and,
WHEREAS, The Dr. M. Delmar Edwards Black History Museum, Inc. is
requesting to lease the City property for that expansion; and,
WHEREAS, the City will charge the tenant $1 per year for a period of
ten (10) years and the tenant will be responsible for all improvements and
maintenance costs and will be required to maintain liability and property
insurance.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to enter into a lease
agreement with The Dr. M. Delmar Edwards Black History Museum, Inc. to lease
810 Veterans Parkway for $1 per year for a period of ten (10) years per the
attached lease agreement.
