WHEREAS, it has come to the attention of the Columbus Council that the General

Service Administration of the United States Government (GSA) has recently

downgraded the federal per diem lodging allowance for Columbus-Muscogee County

Georgia from $91.00 to $82.00;



WHEREAS, Federal employees having business both in Columbus-Muscogee County and

those having business at Fort Benning Army Base are impacted by the reduction

of the per diem allowance;



WHEREAS, According to a recent study of the Columbus Convention & Visitors

Bureau, nearly 40% of the market is military related, and based on the summary

of major hotel properties in Columbus, the average daily rate for lodging

ranges from $91.00 to $159.00;



WHEREAS, the General Services Administrations has set the FY 2012 lodging per

diem for Columbus-Muscogee County at $82.00 for lodging which is significantly

below the lower end of the average daily rate;



WHEREAS, this Council desires that the local congressional delegation inquire

into these matters and take all action necessary to require or encourage the

General Services Administration to re-evaluate its per diem lodging allowance

for the Columbus-Muscogee County to be more consistent with average daily

lodging rates.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES:



We hereby request that the members of the local congressional delegation

inquire into this matter and direct or recommend that the General Services

Administration return Columbus-Muscogee County to the FY 2009 government per

diem of $91.00 for lodging, in order to bring the lodging allowance closer to

current market rates. Let a copy of this resolution be forwarded to each member

of the Georgia congressional delegation by the Clerk of Council.
