Retiree Health Care Committee Meeting

















The meeting today and on August 24th was about the retiree health plan

renewal. The issues and outcomes follow:

BCBS originally asked for a 14.5% increase, raising the total monthly premium

from $190.83 to $218.57 (Retiree premium from $143.12 to $163.93).

Northwestern shopped the premium with other carriers and under pressure BCBS

agreed to a .5% decrease in rate to $189.83.

The best competing proposal was from United Health Care (UHC) for a 12.57%

decrease to $166.84 (Retiree premium of $125.13).

The UHC proposal is $23.99 less than the current BCBS premium, saving the

retirees $17.99 per month or $215.88 per year.

The CCG savings from the UHC proposal is $6 monthly/$72 per year for each of

675 covered retirees or an annual total savings of $$48,600

Total combined savings is almost $200,000 per year

In addition to the financial savings the UHC policy contains several benefits

enhancements that provide additional savings to the retirees

At the August 24 meeting the retiree committee voted to bring UHC in for a

presentation and to answer questions

At todays meeting the committee voted 6-0 in favor of recommending to Council a

change of carrier to UHC

With assistance from Northwestern the committee will present their

recommendation to the members of the retiree association at the quarterly

meeting on September 13 at the Gallops center.

In order to change carriers on 1/1/2013, a decision must be made not later than

October 1. Accordingly, the retiree committee would like to go before Council

on September 25 with a request for approval of a resolution authorizing the

change.
