A meeting of the Board of Historic and Architectural Review was held on Monday,
November 9, 2009, at 3:30 p.m., 420 10th Street, Government Center Annex.

I. CALL TO ORDER
Chairman Will Burgin called the meeting to order at 3:37 p.m.
II. APPROVAL OF MINUTES
Chairman Will Burgin asked for a motion on the minutes for the October 13, 2009
meeting. Will Burgin made a motion to approve the minutes. Virginia Peebles
requested a correction on the date and an address error on the minutes. All
approved.
Chairman Will Burgin asked that the Staff Reports from River Valley RC and
Historic Columbus is read and approved as part of the BHAR meeting. Jeff Reed
made a motion to approve the Staff Reports. Charles Donald Beall seconded the
motion. The motion carried unanimously.
III. REVIEW OF APPLICATIONS
NEW CASES:
HD 0911-01 ? 1500 15th Avenue: Linda Sue Thomas, Applicant. Request permission
to enclose front porch; install wood framed windows, two entry doors, 24? knee
wall to match existing siding, and a concrete landing with two steps as stated
on application. Chairman Will Burgin read staff report for this case. After a
brief discussion, Sandi Green made a motion to deny the application based on
lack of representation. Reynolds Bickerstaff seconded the motion. The motion
was carried unanimously.
HD 0911-02 ? 1131 16th Avenue: Clyde L. Armour P.C., Applicant. Request
permission to build a two-bedroom apartment as an addition to the existing
structure as stated in application. Chairman Will Burgin read staff report for
this case. After a brief discussion, the case was tabled until November 23,
2009 for a called meeting.
HD 0911-03 ? 618 2nd Avenue: Toney and Cheryl Johnson, Applicant. Request
permission to alter garage building plan (previously approved HD0806-05) by
changing garage door and single entry door into French doors and two windows.
Add pergola over French doors and windows. Add arbor to the left side of the
building. Chairman Will Burgin read staff report for this case. After a brief
discussion, Sia Etemadi made a motion to approve the application. Sandi Green
seconded the motion. The motion was carried unanimously.
HD 0911-04 STAFF APPROVAL? 618 2nd Avenue: Install storm windows
HD 0911-05 ? 2008 Wynnton Road: Daniel E. Kosobueki, M.D, Applicant. Request
permission to replace existing fence with a 6? ornamental welded steel fence
that will run along property line next to 2000 Wynnton Road as stated in
application. Chairman Will Burgin read staff report for this case. After a
brief discussion, it was determined that this property was not located within a
historic district. BHAR has no jurisdiction over the property, but endorsed the
applicant?s project.
HD 0911-06? 1260 Munro Avenue: Scott McCranie, Applicant. Request permission
to construct detached garage. The brick, roof and archways are to match the
main dwelling as stated in application. Chairman Will Burgin read staff report
for this case. After a brief discussion, Reynolds Bickerstaff made a motion to
approve the application with the following conditions: gable material must be
brick, the brick and shingles needs to match the house, windows on the west
side of building need to be placed symmetrically, windows should be similar in
style to the house, and final approval will be given by the BHAR Chairman
before construction. Sia Etemadi seconded the motion. The motion was carried
unanimously.
