SUBJECT: Grant Application - HOME Investment Partnership Grant Program
INITIATED BY: David Arrington, Deputy City Manager
Recommendation: Approval is requested to submit an application, in partnership
with NeighborWorks Columbus, to the Department of Community Affairs for grant
funding, with no local match, through the HOME Investment Partnership Program
in an amount up to $1,000,000 for homeownership development and small rental
housing development and amend the HOME fund by the amount of the grant.
Background: The Department of Community Affairs issued a Notice of
Funding Availability in the HOME Investment Partnership Program to promote
homeownership development and small rental housing development. NeighborWorks
Columbus has expressed an interest in partnering with the City to obtain
funding to implement a program in the Winterfield area. The program would
specifically target 55+ yr. old, low income veterans. NeighborWorks would
donate the land for the project and would fund a consultant to assist with
preparing the application for the City to obtain the funding. Funding for the
program is limited and the process is competitive. The initial focus will be
to develop 10 housing units but more could be developed based on the actual
award amount of the grant.
Analysis: The City has an established working relationship with NeighborWorks
Columbus. They have a proven track record of administering housing programs and
delivering a quality product to enhance the quality of life for our citizens.
There is a community need for additional low income rental housing. The target
group of this program is 55+ yr. old, low income veterans, a group very
deserving of this type of assistance. The City would not incur an expense
associated with applying for this grant. The City would function as a pass
through for funding but be required to maintain compliance with all grant
requirements.
Financial Considerations: The City would not incur an expense associated with
applying for this grant. There is no match required for this grant.
Projected Annual Fiscal Impact Statement: None
Legal Considerations: Council must approve all grant applications.
Recommendations/ Actions: Authorize the City Manager to submit an application
and to accept the funding is awarded, in partnership with Neighborworks
Columbus, to the Department of Community Affairs for grant funding through the
HOME Investment Partnership Program in an amount up to $1,000,000 for
homeownership development and small rental housing development, and amend the
HOME fund by the award amount. The City Manager is further authorized to
execute any and all documents necessary to apply for funding through this
program, accept funding, and to administer the program in compliance with the
grant requirements.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION IN
PARTNERSHIP WITH NEIGHBORWORKS COLUMBUS TO THE DEPARTMENT OF COMMUNITY AFFAIRS
FOR GRANT FUNDING THROUGH THE HOME INVESTMENT PARTNERSHIP PROGRAM IN AN AMOUNT
UP TO $1,000,000 FOR HOMEOWNERSHIP DEVELOPMENT AND SMALL RENTAL HOUSING
DEVELOPMENT.
WHEREAS, the Department of Community Affairs issued a Notice of Funding
Availability through the HOME Investment Partnership Program for homeownership
development and small rental housing development; and,
WHEREAS, NeighborWorks Columbus desires to partner with the City of Columbus to
purse funding through this program to develop rental housing for low income
veteran in the Winterfield area; and,
WHEREAS, NeighborWorks has agreed to provide consultant assistance in making
application for this grant and will donate the land necessary to develop the
rental housing units if the grant funds are awarded to the City; and,
WHEREAS, there is a community need for additional low income rental housing in
our community and the partnership with NeighborWorks provides the City the best
opportunity to obtain the grant funding and provide rental housing assistance
to those in need.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
I.
That the City Manager is hereby authorized to submit an application ,
in partnership with Neighborworks Columbus, to the Department of Community
Affairs for grant funding, with no local match, through the HOME Investment
Partnership Program in an amount up to $1,000,000 for homeownership development
and small rental housing development; and,
II.
That the City Manager is further authorized to accept funding if
awarded, amend the HOME fund by the award amount, fund for the award amount,
execute any and all documents necessary to apply for funding through this
program, and to administer the program in compliance with the grant
requirements.
