The regular monthly meeting of the Board of Water Commissioners of
Columbus, Georgia was held at the office of the Columbus Water Works on Monday,
June 16, 2014, at 1:30 p.m., the following Commissioners being present:
Carole Rutland, Treasurer

Absent: Billy Blanchard, Chairman

Mayor Teresa Tomlinson
Due to the absence of Billy Blanchard, Carole Rutland was Acting
Chairman. The absentees were excused.
Due to the lack of quorum, the Board Minutes and the Financial Report
for the month of May will be voted on at the next regular monthly meeting July
14, 2014.
Becky Butts introduced Eric Osborne, Water Production Manager for Henry
County Water Authority to the Board. Mr. Osborne was present at the meeting to
present the Columbus Water Works with an award for ?Best Tasting Tap Water? by
the Georgia Association of Water Professionals (GAWP) for our region of 19
counties. Judging was completed by a panel of judges on blind samples of tap
water from the competing organizations. This award is an illustration of the
Columbus Water Works staff?s dedication to providing safe and great tasting
drinking water.
Kevin White advised the Board that the first phase of implementing the
current CIP for 2014-2015 is the selection of engineers. The process is as
follows:

The following six additional firms were chosen for the area of Miscellaneous
Engineering Tasks. Based on the review of these firms? submittal it was
determined that they had unique experience and qualifications that CWW could
utilize in the future. However, at the present time CWW does not have a
specific need in this area and makes no guarantee of future needs. Upon
affirmation from the engineering consultant, CWW will keep them on a list for
future demands.

CWW is reviewing the General Services Agreements from the six firms chosen in
the areas of Water Distribution, Wastewater Collection, Water Treatment, and
Wastewater Treatment. Upon acceptance of the agreements, CWW will issue task
orders to the consulting firms to begin the design phase of CIP projects.

Lynn Campbell gave a brief update on the Georgia Environmental
Protection Division (GA EPD) Sanitary Survey as outlined below.
GA Environmental Protection Division Sanitary Survey
The U.S Environmental Protection Agency, in the Interim Enhanced Surface Water
Treatment Rule (IESWTR), defines a sanitary survey as ?an onsite review of the
water source, facilities, equipment, operation, and maintenance of the public
water system for the purpose of evaluating the adequacy of such source,
facilities, equipment, operation, and maintenance for producing and
distributing safe drinking water.? They are performed by the GA EPD and are
required for all surface water systems and groundwater systems under the direct
influence of surface water.
On February 17, 2014, the GA EPD completed the onsite sanitary survey of CWW?s
Columbus and Ft. Benning Water Systems. This formal sanitary survey is
conducted every three years for each permitted water system.

CWW received an Outstanding Performance rating on the final reports.
North Columbus Water Resource Facility Open House
CWW held another fun and successful Open House at our North Columbus Resource
Facility on Saturday, May 17th. In preparing for this event there is pressure
washing, painting, landscaping, and coordinating of volunteers to make the
event run smoothly.
The Board acknowledged Mr. Campbell?s report.
President Davis provided the Board with the following items of
information:
A letter to President Davis from Michael Dentzau, Executive Director of Oxbow
Meadows Environmental Learning Center, expressing his gratitude for supporting
him and the staff at Oxbow on a daily basis.
Thank you letter to President Davis from Betsy Covington, MEEF Chair, Judy
Thomas, TOTY Gala Chair, and Marquette McKnight, Administrator, for CWW?s
support and generosity of the Teacher of the Year (TOTY) Gala.
Thank you letter from Vince Slominski, Program Director and Ron Lavender, Lead
Instructor with Texas A&M Extension Service (TEEX) commending Brookie Tate, CWW
Security Manager, for his outstanding cooperation and expertise during their
visit May 14, 2014.
Thank you letter from Shelia Brown, Fifth Grade Teacher, E.A. White School, Ft.
Benning, GA, thanking Carl Corley, FBWTP Assistant Superintendent, and staff,
for taking her students on a tour of the Ft. Benning facility.
Thank you letter to William Kent, Environmental Compliance Manager, for hosting
a visit for the Richards FBLA Chapter. They appreciated his presentation and
the time Gwen Russell and others spent in providing a tour of the lab.
Thank you note to Pinky Grant from Louise Welch, 12234 County Line Road,
Midland, GA, for taking the time to explain the process of switching over from
a well to City water in such a professional manner.
