SUBJECT: Property Disposition ? 1954 3rd Avenue



INITIATED BY: Department of Community Reinvestment



Recommendation: Approval is requested to declare vacant property at 1954 3rd

Avenue (#016 015 010), as surplus and authorize the disposition of .186 acres

+/- in Columbus, Muscogee County, Georgia (see attached map).



Background: This parcel was known as 1999 Veterans and extends from 3rd Avenue

to Veterans Parkway. It was designated as 20th Street (unopened) with the

intentions to extend 20th Street. Advance Disposal has occupied the portion of

this property along Veterans since 1985. They do not utilize the portion along

3rd Avenue. The property was recently re-platted in order to separate it into

two parcels. The City received a request from Automotive Aftermarket Solutions,

LLC to purchase 1954 3rd Avenue in an effort to expand their business known as

Columbus Body Works,Inc. located at 1919 Veterans Parkway. The company

currently owns the adjacent parcel located at 1942 3rd Avenue. The City had the

property appraised by Norris Appraisal Group and the fair market value is

determined to be $8,100. This property has limited road frontage and just

recently Norfolk Southern has notified the City of its intent to close 3rd

Avenue. If declared surplus the sale of the property will be advertised

publicly and sold to the winning bid in accordance with Section 7-501 of the

Columbus Charter.



Analysis: The City has no current or future use or plan for this property.

Allowing the property to be surplused may generate additional tax revenues, and

has the potential to create new jobs.



Financial Considerations: Allowing this property to be surplused will return

it to the tax digest. The $8,100 for the sale of the property will go to the

general fund.



Legal Considerations: The property can be sold in accordance Section 7-501 of

the Columbus Charter. Property will be sold retaining easements for

combination utilities, storm and sanitation pipes.



Recommendations/ Actions: Approval is requested to declare vacant property at

1954 3rd Avenue (#016 015 010), as surplus and authorize the disposition of

.186 acres +/- in Columbus, Muscogee County, Georgia (see attached map).

A RESOLUTION AUTHORIZING THE CITY MANAGER TO DECLARE 1954 3RD AVENUE (#016 015

010), AS SURPLUS AND TO ADVERTISE, AND DISPOSE OF 0.186 ACRES +/- IN ACCORDANCE

WITH SECTION 7-501 OF THE COLUMBUS CHARTER.



WHEREAS, the above mentioned property is owned exclusively by the Columbus

Consolidated Government; and,



WHEREAS, the Columbus Consolidated Government has no current or future use or

plans for said property; and,



WHEREAS, the property is appropriately suited for commercial development and

use; and,



WHEREAS, the subject surplus real property owned by the Columbus Consolidated

Government must be conveyed in accordance with Section 7-501 of the Columbus

Charter.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:



That the City Manager is hereby authorized to declare property at 1954 3rd

Avenue (#016 015 010), as surplus and authorize the disposition of 0.186

+/-acres in Columbus, Muscogee County, Georgia, in accordance with the Columbus

Charter, and execute all contracts agreements and understandings related to the

conveyance of City property.
