I. DIRECTOR OF COMMUNITY REINVESTMENT:
Approval is requested for the appointment of Laura McCool Johnson as Director
of Community Reinvestment. A resolution and resume are attached.
II. DIRECTOR OF METRA:
Approval is requested for the appointment of Rosa Evans as Director of Metra.
A resolution and resume are attached.
III. HOUSING AUTHORITY OF COLUMBUS FOR REDEVELOPMENT OF BOOKER T. WASHINGTON
PUBLIC HOUSING - REVISED MEMORANDUM OF AGREEMENT:
Approval is requested to enter into a revised Memorandum of Agreement, and
execute a Promissory Note, with the Housing Authority of Columbus for the
Redevelopment of the Booker T. Washington Apartments in the amount of $2.5
million. Revising the MOA will allow the use of CDBG funding to pay off a
portion of the debt and the adjustment of the payment schedule. All other
requirements of the original MOA will remain unchanged.
IV. LEASE AGREEMENT - 5001 12TH AVENUE:
Approval is requested to enter a lease agreement with Beallwood Area
Neighborhood Development (B.A.N.D.) to lease the building at 5001 12th Avenue
for $12 per year for a period of five (5) years. There will be no cost burden
to the City and the tenant will be responsible for all maintenance and
utilities and will be required to maintain liability insurance.
V. FY 2017 GEORGIA DEPARTMENT OF TRANSPORTATION - TRANSPORTATION PLANNING
CONTRACT:
Approval is requested to execute a contract with Georgia Department of
Transportation (GDOT) for financial assistance to carry out the FY 2017
Transportation Planning Work Activities of the Columbus-Phenix City
Transportation Study (C-PCTS). The FY 2017 Unified Planning Work Program
(UPWP) indicated the amount of Section 112 Transportation Planning Funds to be
80% or $257,167.98 with a local match of 20% or $64,292.
VI. FY 2017 PUBLIC DEFENDER CONTRACT:
Approval is requested to enter into an agreement for Indigent Defense Services
between Circuit Public Defender Office of the Chattahoochee Judicial Circuit
and Muscogee County in the amount of $1,641,981 from July 2016 to June 2017 and
authorize payment to Georgia Public Defender Standards Council (GPDSC) for
$1,131,142 and for $56,557, 5% administrative fee (GPDSC payment is included in
the total amount of $1,641,981).

VII. ALLOCATION OF HOME FUNDS TO NEIGHBORWORKS COLUMBUS INC.:
Approval is requested to enter into a HOME Written Agreement, between the
Columbus Consolidated Government and NeighborWorks Columbus, Inc., to award
Home Investment Partnership Program (HOME) funds in the amount of $140,000 to
construct two duplexes (4 units) of affordable housing in Beallwood for rent to
income eligible households.
VIII. ALLOCATION OF COMMUNITY DEVELOPMENT HOUSING ORGANIZATION SET-ASIDE FUNDS
TO NEIGHBORWORKS COLUMBUS, INC.:
Approval is requested to enter into a HOME Community Development Housing
Organization (CHDO) Written Agreement, between the Columbus Consolidated
Government and NeighborWorks Columbus, Inc., to award Home Investment
Partnership Program (HOME) CHDO set-aside funds in the amount of $121,000.00 to
acquire and rehabilitate one (1) single-family housing unit for resale to an
income eligible household.
IX. USE OF OLOST PUBLIC SAFETY CONTINGENCY:
Approval is requested authorizing the use of Other Local Option Sales Tax
(OLOST) Public Safety contingency in the FY17 budget for the Fire/EMS
Department to provide for renovations at Fire Station #11 in excess of the
insurance proceeds in the approximate amount of $261,000.

Scope of Bid
Provide construction services to widen 2.21 miles of Forrest Road, from Floyd
Road to Schatulga Road. All work shall be performed in accordance with
standard specifications of the Georgia Department of Transportation, current
edition, as approved by the Federal Highway Administration.
2. Athletic Uniforms (Annual Contract) ? RFB No. 17-0003
Scope of Bid
Provide athletic uniforms, to include, basketball and boxing uniforms, on an
?as needed? basis to the Columbus Parks and Recreation Division. The contract
term will be for two (2) years, with the option to renew for three (3)
additional 12-month periods.
3. Protective Fire Clothing (Annual Contract) ? RFB No. 17-0005
Scope of Bid
Provide firefighters with body protection against extreme temperature, sharp
objects, steam water penetration, hot particles, and other hazards encountered
during structural fire fighting.

1. South Lumpkin Trail Phase II ? RFB No. 17-0002
Scope of Bid
Construct the proposed bridge for the South Lumpkin Tail across U.S. 27 and 280
(Victory Drive) in Columbus, GA. The work primarily involves installation of
sidewalk, street pavement, concrete curb and gutters, and construction of a
pedestrian and bike friendly bridge with landscaping.
Bidders are required to be pre-qualified or registered subcontractors with
Georgia Department of Transportation (GDOT); Bidders submitting bids in excess
of $2,000,000.00 must be prequalified with GDOT; Subcontractors shall be
pre-qualified or registered with GDOT.
